Job Description:
Job Overview
The incumbent will be part of the protection monitoring team that conducts systematic monitoring of the protection concerns of conflict induced internally displaced persons (IDPs), refugee returnees and host community.
Protection concerns (i.e., rights violations, discrimination, needs and exclusion) will be monitored and documented under the project. These activities will lead to 1) an increased understanding of the protective environment, including essential demographic data, vulnerability mapping, available services, and existing gaps impacting the displaced and returnee communities, and 2) sharable reports detailing needed actions by all actors (humanitarian community and government) to address protection concerns/gaps and contribute to identify measures and small community support projects aimed at mitigating protection risks and support the (re)integration of displaced and returnee communities.
Duties and Responsibilities:
- Protection monitoring and profiling of IDPs and IDP returnees, reporting the scale, need and vulnerabilities of the displaced IDPs.
- Using KOBO online forms during the verification with the exact information from IDP/Returnees families.
- Identify Persons with Special Needs (PSNs) and assess the needs and concerns of women/girls beneficiaries, with special focus on those in such marginalized categories as female-headed household, adolescents, women and girls with disabilities;
- Develop weekly/ monthly plan, conducting verification, monitoring, protection of IDP/Returnees families identify and to assess the needs and protection concerns of IDP/Returnees and share their needs and concerns and identify the most vulnerable families among them.
- Getting consent of the IDP/Returnee to report their names/picture or video.
- Conducting monitoring based on Age, Gender and Diversity (FGDM).
- Filling of profile forms during the survey with the exact information from the IDP/Returnees representatives.
- Conducting protection monitoring of IDP/Returnees families once the initial assessment completed.
- Entering the list of surveys to the KOBO system and sort based on districts, villages and IDP groups.
- Technical Protection Monitor is responsible to report to project manager (on daily, weekly and monthly basis).
- Compare the computerized lists with hand-written to avoid duplication and spelling mistakes.
- All the hand-written documents must be archived, when needed it will be provided by field monitors
- Technical Protection Monitor is responsible for all the survey’s data and figures he/she has conducted
- During the verification, field monitors will deal with IDP/Returnees families in the best manner possible.
- Conduct protection monitoring using the new Protection Monitoring tools in line with methodology during both emergency, post conflict stages of the displacement.
- Keep records through the digital system of the urgent protection needs identified and the actions taken to assist affected IDPs/Returnees.
- Participation in Rapid/house to house joint assessment.
- Monitoring and Evaluation of shelter, Latrine, Food and NFIs Assistance Packages.
- Participation in the distribution process of NFIs, food items and winterization assistance.
- Observing the conditions and recommending assistance according to the priority needs of the IDPs and Returnees.
- Upon instruction from UNHCR field monitors are to conduct monitoring of various third party activities.
- Perform other duties as directed by his supervisor including short term assignments to other provinces under the project (South Region).
- Any other tasks also include the followings: All field monitors are required to share their report in Pashtu languages and if possible in English with report writers and manager as well as take part in any administrative tasks assigned by the office manager as back up of one another.
Data Collection:
- Record results of protection monitoring visits using the relevant tools and maintain electronic records for each visit;
- Maintain record on number, date and locations of protection monitoring visits, including number of beneficiaries benefitting from information dissemination sessions and number of persons with specific needs identified and referred;
- Report the collected data to the Reporting Officer.
Communication/ Coordination:
- Report on daily basis to the Reporting Officer and Provincial Team Leader.
- Coordinate on daily basis with UNHCR Provincial Focal points on mission planning and monitoring schedules in the field.
- Ensure to involve the Reporting Officer and team in all the major work related decisions.
- Ensure to inform the Protection Project Manager with all the related security issues and other vital information.
- Maintain a good relationship with the other members of the team.
- Maintain good relationships with the beneficiaries and their families in order to understand their perspective on the project and to assist in the success of the project.
Job Requirements:
- Minimum of 2 years of work experience in Community empowerment, outreach and/or monitoring; previous experience in protection programs and/or participatory assessment programs for internally displaced persons and refugee returnees is a strong asset;
- Desirable knowledge of core elements of protection, GBV, child protection, legal aid;
- At least 12 grade graduated / Diploma & Bachelor Degree is desirable
- Fluency in Dari, Pashtu (will be decided based on local language), English is an asset
- Experience in the usage of Office package (MS Word, Excel, etc)
