The World Health Organization (WHO) is the technical and coordinating authority for health within the United Nations system. It is responsible for providing leadership in global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical and implementation support and monitoring and assessing health trends. In Afghanistan, WHO works to improve the health and well-being of all Afghans by preventing and reducing mortality, morbidity and disability and strengthening health services in close coordination with national and international partners.

Job Summary:

Since 2003, Afghanistan’s largely unregulated for-profit private health sector has grown at a rapid pace. In 2008, the Ministry of Public Health (MoPH) launched a long-term stewardship initiative to govern and regulate private providers and align their health activities with over all national health priorities.

Health system governance is prominently remained as a challenging building block of health system Health system strengthening, clear stewardship role, empowerment of laws and regulations, accountability, coordination, and alignments are still undermined.

With the adoption of the 2030 Sustainable Development Goals, in which the business sector is a key partner, countries’ ability to effectively steward both the public and private sectors will be critical to achieving health targets—particularly universal health care and long-term sustainability (United Nations 2015).

 

Nevertheless, health stewardship, especially of the for-profit private sector, is still challenging in many countries. Afghanistan case not only provides an analysis of how one country is building health stewardship capacity, but also shares lessons with other countries faced with similar problems to oversee and partner with the for-profit private sector.

 

In addition, out-of-pocket payments in Afghanistan is estimated 77% (NHA, 2019) which is the highest among the region and globally, while donors’ contribution to health is 19.6% and public allocation to health services is 3.4%.  The MoPH records, proved that most of the payment from population pockets goes to private providers and therefore, a strong stewardship system is required to regulate private providers.

Duties & Responsibilities:

Scope of Services:

Development of a strategic framework to enhance and improve engagement of private health care providers in health services delivery of Afghanistan and regulate their health activities, ensure quality of cares, and reduce out pocket expenditures.

Responsibilities:

 

1.    Carry out a literature review of existed records related to private health sectors contribution in health services in Afghanistan.

2.    Carry out a SWOT analysis of private health sector status following the recent political transition and outline the gaps with recommendations.

3.    Review the strategic models of private sector engagement in other similar countries with good lessons.

4.    Draft the initial draft of private health sectors strategic framework based on analysis.

 

 

5.    Conduct a workshop with main stakeholders, private sectors, related departments of MOPH and collecting the feedbacks and comments of workshop participants and update the framework based on the recommendations.

6.    Share the final draft of strategic framework as a roadmap for the MOPH authorities, stakeholders, and private sector.

Deliverables:

1-      Report of review and analysis of existing situation and contribution of Afghanistan private health sectors.

2-      Summary of identified gaps of existed mechanisms for engagement of private health services in Afghanistan.

3-      Final draft of strategic framework for private sector engagement in health services.

4-     Report of conducted workshop for the sectors.

Job Requirement:

Qualifications Required:

 

Competencies:

 

1-      Excellent interpersonal and communication skills.

2-      Producing results

3-      High sense of responsibility and strong organizational skills with ability to work under pressure.

4-     Advanced computer literacy (MS Word, Excel, and PowerPoint.)

 

Functional Skills and Knowledge:

1) Must have good command of computer skills

2) Excellent communication and report writing skills

 

Education:

Essential:  Medical doctor, PGD and master’s degree in public health

Experience:

Essential:

  1. At least 5 years of related experience in public health and background of organizational management and strategy development
  2. Experienced in evaluation and research in health sector.

 

Desirable: Long standing experienced in Public Health and governance at all levels in Afghanistan

 

Languages: Excellent knowledge of English and Fluent in Pashtu and Dari.

 

IT Skills:

– Good knowledge of Microsoft applications.

Criteria

« Screening of the candidates:

Ø Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).

Ø Short List – Further shortlist shall be done based on years of relevant experience, higher education and required skills.
