Summary of Key Functions
Advise and assist Senior Program Coordinator (SPC) and Project Manager (PM) on technical issues in all aspects of the Community Based Education (CBE) project policy, Guidelines and strategy.
Develop, conduct and evaluate all aspects of the training programs and materials:
Provide technical assistance to CBE Project Supervisors, Field Supervisors, Community Trainers and Teacher Trainers to best meet their requirements with regard to CBE and Early Childhood Education (ECE) of CBE teachers and School Management Committee (SMC) members’ capacity building responsibilities.
Carry out regular monitoring trips to the project areas, represents Education program in various forums (relevant Technical Working Group) and coordination meetings at MoE and national level.
Prepare periodical reports of the conducted activities.
Assist the program Monitoring, Evaluation &learning (ME&L) Supervisor in data interpretation and report production.
Provide assistance to the Program Management Team (PMT) as per Education program policy and strategy in capacity building of relevant personnel.
Develop required manuals and train project staff to effectively implement training plan according to the project criteria and objectives.
Report to the Project Manager.
Collaborate with Project ME&L Supervisor, Project/Field Supervisors, Community Mobilizer, Teacher Trainer, Health Education Officer of the project and team from other projects.
Contribute to all new program design and data collection for education and gathering relevant data and information.
Kabul main office (with 50 % of her/his time to be allocated for monitoring trips to the project areas).
Key Results Expected
Under the direct supervision of the Education Project Manager, the Education Technical Advisor will be responsible for providing technical support and guidance, on elements across the project ranging from reviewing education teaching materials, training guides and manual to enhancing current tools and systems, documenting standards and processes and leading capacity building of project staff.
Lead the review and refinement (if required) of the current teaching & learning materials, manuals, guides for CBE, LSCBE and ECE components of the project.
Advise Project Manager and Technical Working Group members in reviewing and following up of CBE project policy, strategy and overall management of the program.
Provide assistance in developing and implementing project technical reviews.
Assist Project Manager in developing concept papers, proposals.
Assist Project Manager in project goal setting and benchmarks.
Assist Project Manager in developing CBE and ECE project implementation plans.
Assist Project Manager and Program Senior Coordinator in developing new initiative and extracurricular activities linked to Power within (signature program).
Participate in the evaluation process of the education program activities.
Develop new guidelines on training, community mobilization, kitchen garden, VSLA, SAA and enrich the existing guidelines.
Periodically conduct benchmarking and revise training modules and their content to keep them update, relevant and responsive all the time.
Develop kitchen gardening, Women Peace and Security (WPS), Social Analysis and Action (SAA) Village Saving Loan association (VSLA) and guidelines, curriculum, etc for the new initiatives the Education program Undertakes from time to time e.g. Accelerated Education, etc.
Ensure the training manual holds the INEE minimum standards and MoE standard topics and subjects based on the need and nature of the projects within Education program;
Support and promote the appropriate sport and recreational intervention guide usage during training.
Provide technical assistance to Project/Field supervisors, Community Trainers and Teacher Trainers:
Periodically conduct project staff training need assessment;
Design and conducts staff development training for Community Mobilizer, Teacher Trainers, Health Education Officers and Project Supervisors.
Provide technical assistance to Community Mobilizer, Teacher Trainers, Health Education Officers and Project/Field Supervisors in the planning, design, conduct, and evaluation and monitoring of their training activities at the provincial level.
Constantly develop project trainers’ capacity and knowledge through mentoring, coaching and modelling.
Develop cost projection/estimation for planned trainings and activities and forward them to Project manager for budgeting/budget tracking and proposals’ development.
Prepare periodical reports
Collect, compile and analyse training related data and assist the Education Program ME&L Supervisor in the final analysis and interpretation of the data.
Provide accurate and prompt responses to training related ad-hoc queries posed by the Education program management and mission leadership.
Disseminate training related reports, and information to Education program field offices, and other relevant internal departments and external organizations (as per requirement).
Submit timely reports on any other significant activity undertaken by the incumbent.
Provide technical assistance to key stakeholders’ personal capacity building:
Keep close contact and working relations with relevant departments of the MoE to Know their needs, rule and regulations, expectations from CARE and ways and means of mutual cooperation;
Within the Education Program, CBE/ECE project available resources plans, develop, design and conduct training programs for the capacity building of relevant staff of the MoE and Partner Organizations as per need.
Train key project staff and MoE colleagues on quality education assurance standards and measurement tools.
Collaborate with Education Project Manager to identify and lead other training opportunities for staff, MoE and partner organizations.
Monitoring and Supervision of Education program relevant projects activities:
Carry out field monitoring and supervision to make sure that classes/schools are functional in line with project objectives, strategy and plan and provide quality basic education to students;
Monitor the effectiveness of the teacher and SMC-training program in terms of relevancy and delivery as well as adjust trainings based on need of training participants.
Prepare project annual, quarterly and monthly monitoring and supervision plans;
Observe classroom teaching-learning process and activities and provides on the job training and assistance to the Trainers and Mobilizers.
Maintain good working relations with MoE and community authorities and representatives.
Carry out physical check of class/classes venue in order to ensure the existence of conducive physical, child and girls friendly learning environment;
Other relevant duties and tasks:
Collaborate with Program Senior Child Protection Officer to support the mainstreaming and implementation of Child Protection and Safeguarding component into project relevant interventions.
Fulfil other tasks as directed by line Manager.
Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
Willingness to travel field and tough security situation;

Skills and Experience:
Very good training skills, good communication skills in national languages and good level of written and spoken English.
Experience of Child Protection and Girls Friendly Schools would be highly valued.
Bachelor of Science (BSc) (16th grade graduates) from Education Faculties, graduate from other faculties including social science, Agriculture, Economy, Project management with four years’ specific experience in teacher training, Community Mobilization, Women Peace and Security (WPS), Social Analysis and Action (SAA) Village Saving Loan association (VSLA) and Kitchen gardening with an International organization is also acceptable.
At least five years working experience in Education project management, Education project manual/guideline development, monitoring Evaluation, teacher training, Women Peace and Security, Gender Equity and community mobilization, preferably with an international organization.
Fluency in written and spoken both Dari and Pashto languages, and Good in English.
