The Independent Administrative Reform and Civil Service Commission (IARCSC) was established in 2002 as an independent budgetary unit in the government of Afghanistan charged with establishing and strengthening robust institutions of public administration, merit-based recruitment of civil servants, regulating civil servant’s affairs and training and professional development of civil servants. The Commission comprises an Independent Appointment Board and an Independent Appeals Board. The Civil Service Management department and the Afghanistan Civil Service Institute are the two other major departments in the Commission.
The IARCSC mission is: To lead the reform and professionalization of civil service administration and management and to recruit and develop civil servants on the basis of merit, through an impartial, transparent and accountable process.
The Tackling Afghanistan Government’s HRM and Institutional Reform (TAGHIR)
TAGHIR directly responds to the Afghanistan National Peace and Development Framework (ANPDF) – including its development priority on “Building a responsive and effective public administration system”.
The overall objective of TAGHIR is to strengthen the capacity of selected line ministries and agencies through merit-based recruitment of key positions, improved personnel management, and better HR planning.
TAGHIR is being co-financed by the Afghanistan Reconstruction Trust Fund (ARTF) and the International Development Association (IDA) of the World Bank Group. The Independent Administrative Reform and Civil Service Commission (IARCSC) will implement the project on behalf of the GoIRA.
ABOUT FMMD PROGRAM
Participation of women in Afghanistan civil services is legal mandate and strengthening women’s representation in senior civil service levels is one of the matters of greatest importance in Independent Administrative Reform and Civil Service Commission’s (IARCSC) ‘Strategic Plan between 2020 and 2025.’ The IARCSC has prioritised advancement of women in civil services as one of the main goals of its five-years civil services strategic plan, in particular, the plan emphasises on competency and capacity development of women leaders.
The Female Mid-Level Manager Development program (FMMD) in this context aims to increase the number of competent female leaders in civil services emphasising on the enhancement of the followings:
To increase the number of competent women leaders – at least 300 mid-level female managers
To enhance leadership skills of female civil servant leaders
To enhance women’s participation and role in national development strategies
SUMMARY OF THE JOB
The Public Policy SME will be responsible for training fundamentals and advance approach and analysis of public policy, legal and decision-making frameworks. The SME is required to instruct analytical and practical skills to improve effective administrative management, in particular, he or she is required to developed training modules and materials, conduct training to target group and provide TAs to participants throughout the project life cycle. The SME is required to develop project-based real-life engaged learning module on the role of women leaders in enhancing civil service management in line with IARCSC strategic objectives.
SCOPE OF SERVICES
Training female mid-level managers abreast to the objective and framework of the FMMD program
Develop empirical learning module to instruct public policy, decision making course from the public administration perspective.
Assign students to develop real-life projects to assess development of public management policies, role of women leader in enhancing quality public management, particularly digitalization of administrative management.
Develop and implement advanced practice-based teaching and learning methods
Employ real-life case studies
Employ game workshops
Prepare quality examination at end of each course
Work with instructors and staff to develop advanced teaching and learning tools and module
Provide support in effective implementation of FMMD program
Any other task assigned by supervisor

QUALIFICATIONS AND REQUIREMENTS
Master’s in Public Administration, Business Administration and Management, (PhD is preferred)
With Master’s degree 5 years teaching/training in capacity building program at universities or relevant public institutions or governmental & private sectors (Bachelor degree with 7 years relevant experience
Demonstrate high proficiency in both of the national languages (Pashto and Dari)
Proficiency in English language is must
Experience in training civil servants is a plus point
Experience in administrative work
Experience in developing practice-based educational modules
Experience in Academic research (publications are plus point)
