Duties & Responsibilities
The Stakeholder Engagement & GRM officer will undertake the following tasks:
Analysis and Improving of GRM System
Conduct a thorough assessment of the current GRM system with gap analysis and recommendations for strengthening grievance handling for ALASP
Support the Senior Social Development Specialist to periodically update the GRM Manual with Standards operating procedures (SOP) and an organogram for grievance redressal.
Assist and guide the NGO/consultant on development process of necessary communication materials, GRM standard operating procedures (SOP) and flowcharts that codify how grievances will be redressed for all stages of the process
Ensure translation of the GRM Manual and other stakeholder engagement materials to local languages
Manage establishing grievance database or a standardized excel-sheet for grievances registration, including grievance logbooks at provincial level in the selected 8 cities
Assist PMU manager in establishing a multi-tier GRM with GRCs at all levels
Assist PMU manager in establishing multiple grievance uptake channels, including toll-free number for grievance registration
Take particular care to develop explicit channels which make it possible for female, vulnerable groups to register complaints, especially considering that these complaints may relate to sensitive issues (Gender based violence (GBV) issues, such as sexual exploitation and abuse (SEA), workplace sexual harassment (WSH) issues), including specific measures in the staffing, procedures, and mechanisms developed
Support setting up an institutionalized grievance redress mechanism for MUDL
Capacity Building Support
Develop training materials with conducting frequent GRM trainings for ALASP’s team, GRCs, Contractor to strengthen their capacity for effective management of stakeholder engagement and GRM.
Facilitate regular GRC meetings at central level and prepare meeting minutes.
Carry out field visits where Provincial Focal Points face with challenges
Provide on-the-Job training and assistance to GRCs (all 8 cities) in handling complaints and concerns linked to the project in an effective and efficient manner
Organize and coordinate grievance redress related workshops.
Implementation supportEstablish and maintain an effective coordination with provincial team/GRCs.
Conduct public information sessions with dissemination of GRM posters, brochures among customers, beneficiaries, affected communities/stakeholders, workers to use GRM service.
Registration of all complaints in the GRM database or in central excel-sheet to enable tracking and review
Manage and analysis of all grievances and provide timely written instruction/feedbacks for addressing the grievances, including referring of grievances to the assigned decision-makers;
Take up the complaint to the Deputy Ministry for Land directly or through project director as deemed necessary and requires leadership decision;
Follow up complaints with the relevant departments (directorates) at HQ or provinces
Provide feedback to respective departments within DML for improving service delivery to prevent the repetition/recurrence of similar complaints
Support the process for dissemination of information sharing relating to Occupancy Certificates (OCs) in the project areas in all selected cities
Develop plan for participatory engagement of customers in the selected cities, local communities and stakeholder in projects activities
Request meetings with high-level DMP officials – if needed – to resolve complex issues;
Prepare grievance redress summary reports.
Prepare monthly, quarterly, and annual analytical Grievances reports and submit it on regular basis to Social safeguard experts of ALASP PIU

Ensure that the information entered in the GRM system is accurate
Bachelor of social science, law or other relevant fields with 3-year experience on grievance redress mechanism (GRM) management
Proficient in Microsoft Office package.
Very high-level written and spoken in Pashto, Dari and English;
A demonstrable interest in project or services that help people who are socially excluded or disadvantaged;
Exceptional interpersonal skills, including the ability to influence behavior;
The ability to think both creatively and analytically;
An eye for detail and desire to deliver beyond expectations.
Fluent oral and written skills in English;
Fluent in Pashto and Dari;
