The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. Scope of work:

By adhering to gender equality and rights-based approach, SCA endorses equal access, non-discrimination, participation, transparency, accountability, and the framing of planning programming within realms of international rights conventions. The Human Rights and Gender Senior Officer is mandated to promote and strengthen the adaptation of those core values, advocating for change, developing, and mainstreaming of gender and rights-based approach throughout all programmes as well as administration.

The Senior HRG Officer plays the role of facilitating the capacity building process of SCA staff and partners, awareness raising, monitoring, and evaluating achievements of gender equality and human rights.  The Human Rights and Gender Senior Officer will be duty stationed in SCA Regional Management Office to support SCA programs as well as administration and human resource units in mainstreaming gender and rights-based approach to meet the strategic objectives of SCA. S/he closely collaborate with Human Rights and Gender Unit at Kabul Management Office (KMO) to achieve the organizational objectives of rights-based programming and gender equality. S/he reports to CDMU Manager

Main Responsibilities:    

  • To assist HRGU in developing of training module and materials ensuring inputs from field.
  • To organize and facilitate needs-based training for programme and partner staff and communities in the field
  • In coordination with programme units, identify and develop contextualized toolkits and training materials on gender and rights issues.
  • To maintain linkages and network with human rights and gender focused right holders (civil society organizations) at field level and duty bearers (government and other line departments).
  • To participate in SCA’s advocacy efforts at regional level while strengthening SCA-supported national top down and bottom-up advocacy efforts.
  • To liaison and participate in HRGU internal gender and human rights planning and coordination meetings at Kabul level.
  • To support KMO//HRGU team in conducting community research, prepare and provide data when it is needed for producing policies, guidelines, and relevant ToRs.
  • Plan and implement all HRG related activities at TRMO main office and target provinces.
  • Regular coordination and collaboration with KMO/HRGU team.
  • To initiate development and compilation of regional best practices/success stories on human rights and gender mainstreaming and case studies from the impact/result of SCA intervention on the life of right holders and duty bearers.
  • To Identify opportunities for technical support and facilitate capacity building trainings to CSOs and Government officials as needed.
  • To monitor gender progress and gaps on regular basis within the programmes and proactively seek to guide and support programmes in addressing gaps and challenges.
  • Ensure integration and implementation of gender checklists and rights-based checklists across programs and all other interventions
  • Provide technical advisory support to programs to ensure human rights-based and gender responsive measures are integrated into planning, implementation, monitoring, and evaluation of key interventions.
  • Take active part in planning, budgeting, and reporting of Human Rights and Gender activities
  • To develop and share visits, trainings and events reports to Method Unit Manager on regular basis.
  • To maintain a proper filing system in the respective regional management office.
  • Perform any other work-related assignments as directed by the CDMU Manager

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s degree from a recognized university. Sharia & Law, Social Science and Gender & Human Rights studies will be preferred.
  • 3-4 years relevant experience in rights-based development, training, gender, and advocacy, especially within an NGO, UN agencies or similar organizations.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English, Dari and/or Pashto, both written and spoken.
  • Strong interpersonal and communication skills.
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Experience of planning, reporting, and budgeting.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive, and well mannered.
  • Demonstrated experience in human rights and gender integration in programme planning, implementation and monitoring and evaluation
  • Develop and maintain adequate and functional tools for HRG integration on RMO level and technical support of KMO/HRGU and lead pertinent campaigns in local and national level.
  • Skills in communications and a good command of English.
  • Familiarity working with diverse cultures.
  • Take responsibility for own work and honestly seeking to achieve organisational and professional objectives. The post holder is expected to show full commitment to develop and maintain adequate and fully functional tools/methods for Human Rights and Gender integration on RMO level with technical support from HRGU in KMO. The position holder should also reflect and respect human rights and gender sensitivity in all personal and professional manners.
