About Voice of Women Organization:

Voice of Women Organization (VWO) is an Afghanistan-based non-governmental, non-profit, non-political, and non-partisan organization that specifically strives for the revival of women’s role in Afghan societies through advocacy for women’s rights, their legal and social protection, and their capacity building.

VWO informally established in Kabul in 1998 and was registered with the Government of Afghanistan as the first women’s organization in the post-Taliban setup. The organization has since carried out scores of projects for the socio-economic advancement of Afghan women and girls. Voice of women organization established a headquarter office in 2004 in Herat province. In the beginning, it focused on women-related matters, and later on, in 2005, VWO established the first women protection center in Herat province.

Job Description:

Title: Senior HR Officer

Dept. / Location: HR / Herat Afghanistan

Reports to: Program Manager

Description:

Senior HR Officer besides being responsible of all HR administrative functions and be able to work efficiently to ensure the smooth running of HR operations in Head Office as well as provinces, he/she will also work closely with Executive Director, and indirectly with program team & project staff to make sure staff hires and recruitment process is in accordance with accepted VWO HR policies and
procedures.

Responsibilities:

  • Planning, organizing, and controlling the activities and actions of the HR department.
  • Manage HR functions including but not limited to: Recruitment, posting of jobs, sorting applications, arrangements for written test/interviews, staff contracts, leave administration, performance evaluations of staff, and staff exit management.
  • Responsible and conducting recruitment and induction (orientation) of new VWO employees.
  • Responsible for answering all employee questions about HR regulations and benefits.
  • Making Sure that staff have updated job descriptions, and assist management team, program and project managers in drafting & reviewing required job description for support, program and project positions.
  • Responsible in annual reviews of the HR Policy, providing suggestions for improvements, changes and assisting in preparation of revisions.
  • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization.
  • Making sure for timely completion of staff performance appraisal.
  • Submitting of staff salary list of all VWO staff to finance department and making sure that staff get paid correctly and on time.
  • Working with all departments and line manager/supervisors to understand and implement policies and procedures.
  • Participates in the conduct of investigations when employee complaints or concerns are brought forth and also participate in the conduct of investigation for disciplinary matters as well.
  • Support to the wellbeing of all staff members in VWO and deal with staff concerns and queries and provide solutions, in consultation with relevant supervisors.
  • Participating in administrative staff meetings.
  • Negotiating with staff and their representatives on issues relating to pay and conditions.
  • Supervise the activities of HR related subordinates at Herat and sub offices.
  • Keep all documents and information related to VWO program activities, personnel and development plans confidential.
  • Performing file audits to ensure that all required employee documentation is collected and maintained.
  • Making sure that leave data base is updated on weekly bases.
  • Perform any other relevant assignments/ duties that might be assigned by direct supervisor.
  • Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to VWO Sexual Exploitation and Abuse (PSEA) and VWO Code of Conduct Policy, that enshrines principles of PSEA, at all times.

Job Requirements:

VWO has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility and all staff are required to adhere to the Code of Conduct, that enshrines principles of PSEA, at all times (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and act in accordance with this clause.

Position Requirements: (Qualifications)

  • The applicant must hold a university degree in Human Resources Management, Business Administration, Social Sciences or any other related discipline, candidate with a master’s degree will be given preference.
  • Minimum 5 years of professional experience in field of HR, with national and international NGOs.
  • Strong working knowledge of Human Resources Policies and Procedures.
  • Having excellent oral and written communication skills in English, Dari and Pashto.
  • Strong interpersonal communication skills.
  • Knowledge of developing documents.
  • Ability to work under pressure and to travel to provincial field offices.
  • Strict attention to details.
