Watan Development and Initiative Organization is a non-governmental, nonprofit, nonpolitical, and independent organization dedicated to empowering and uplifting communities through sustainable development, social justice, and the enhancement of well-being for individuals and families. WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.


Job Summary

The School Feeding Project Manager is reportable to the WDIO Program Management Coordinator. The following are the main responsibilities of the Project Manager:

Duties & Responsibilities

  • Make sure that the project meets its targets, based on the set objectives.
  • Lead the implementation of the project activities at the district and provincial levels, in close collaboration with local stakeholders,
  • Lead field-based M&E, together with local communities, of project environmental and socio-economic impacts.
  • Oversee and guide the implementation of the WDIO activities according to the policy, strategy, work plan, budget, and other guidelines.
  • Ensure quality of the education projects through regular field visits, technical follow-ups, and evaluations and also ensure preparations and follow-up of action plans within the project.
  • Promote gender equality and human rights as well as nondiscrimination attitudes with regard to ethnic, political, and religious backgrounds within his mandate of responsibilities.
  • Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all project activities. Ensure transparency in targeting beneficiaries, delivery of services, and participation of beneficiaries and partners in planning and monitoring of the process is reflected in program delivery
  • Provide regular feedback and advance warning on conflicts, and assist with conflict resolution.
  • Maintain a good network with local stakeholders.
  • Develop a detailed work plan for the implementation of the project based on the set milestones.
  • Ensure that the provincial team has close coordination with the WDIO management team.
  • Draft weekly and monthly progress reports based on the procedures and reporting templates provided by WDIO, SMT and submit them to the relevant department at the Kabul office.
  • Coordinate with the M&E team to ensure that the project is on track and meets the expectations and project objectives.
  • Track project deliverables by using appropriate tools.

Job Requirements

  • Bachelor’s Degree in Agriculture, Economics, Education, Social Science, or any other related field (Master’s degree is preferred)
  • Minimum of 3 years working experience in similar positions as a Project Manager with national and international NGOs.
  • Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
  • Travel – The position will be based in Kabul with frequent travels to other provinces the districts of the country.
  • Efficiency, result-oriented, and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country;
  • Respect the confidentiality of the organization;
  • Ability to use information technology effectively.
