About Integrity Watch Afghanistan:
Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.
The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.
Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 100 staff members and about 500 active volunteers. The head office of Integrity Watch is in Kabul with provincial offices in Balkh, Bamyan, Herat, Kabul, Kapisa, Jawzjan, Nangarhar, Parwan, and Kuner provinces and programmatic outreach in many other provinces.
Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, public services, courts, and extractives industries.
Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering wide range of corruption related issues including security and justice sectors, extractive industries, budget and public finance management, and aid effectiveness. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, bring to the public attention non-documented and non-explored issues.
The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for access to information; budget transparency, accountability, and participation; aid transparency and effectiveness; social accountability; and other issues related to anti-corruption.
Integrity Watch is currently conducting research/surveys in various sectors on different subjects. The data (both qualitative and quantitative) has been gathered in country wide bases. The next step, and the principal role of the research coordinator, will be to design the research, manage field data collection, analyse the data and to conduct desk research and a literature review of ADB TPM tasks. The objective of the assignment will be to prepare a report which synthesizes an analysis of the quantitative/qualitative data with key observations based on the literature review in order to prepare a report as per the requirements of the organization.
DUTIES AND RESPONSIBILITIES
Travel outside of Kabul for quality control and supervision of the projects;
Conduct interviews with a variety of actors (government, traditional leaders, CSOs, youth groups, etc.), using a full-range of qualitative and quantitative research techniques;
Assist in the recruitment and management of a local research team, including providing training, mentoring and on-site monitoring of researchers;
Management of field teams to ensure the proper field research and data collection;
Translate and transcribe interviews and discussions notes;
Collect and write daily field reports;
Provide insights into the findings of field research, using substantial local knowledge (political, institutional, cultural, etc);
Apply research standards and procedures established;
Assist recruitment of the field staff for different projects;
Train field team on different research methodologies, data collection and field work management;
Provide administrative, and technical services to the research team;
To produce a concept note in consultation with the Integrity Watch management;
To review and analyze all relevant quantitative and qualitative data from the recently conducted inspection/survey and related literature and research;
To help analyze the data and to prepare a detailed and well-balanced report;
Contribute to brainstorming meetings and in-house discussions on various aspects of the Research Projects;
Contribute to the formulation of the theme and the structure of the report;
Identify and liaise with stakeholders, draft terms of reference for background research, comment on the contributions received from stakeholders and integrate feedbacks in the chapters of the report;
Contribute to consistency check of data used throughout the report, checking for proper referencing of statistical data as well as performing other proofreading tasks that might be necessary;
Be the focal point for field data collection and research works;
Monitor and keep record of the work of the research team from the field and inside.
Undertake research on different topics assigned by the Research Manager;
Contribute to the preparation of communications materials;
Work on other assignments as and when requested by the Manager
Incorporate internal, peer and board reviewer’s comments in the report.
The successful candidate will possess some or all of the following characteristics:
Fluency in written and spoken Pashto, Dari with good knowledge of English Language.
At least a master’s degree in social sciences, policy and/or other related fields.
Minimum 3-5 years of experience in research, survey and/or data analysis;
Substantial experience of analysing and evaluating quantitative and qualitative data, indexes and indicators.
Proven interest in issues of justice, integrity and anti-corruptions in governance in Afghanistan;
In-depth understanding of the social, institutional, and political environment in Afghanistan, including an understanding of local power and ethnic structures;
Knowledge of computer programs, including SPSS, R, STATA, and Microsoft Office;
Experience in program management and logistics;
Punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines.
Deep knowledge of key issues in corruption at the Afghanistan level.
Advanced quantitative and qualitative data analysis and synthesis skills.
Advanced written communication and presentation skills in English.
Solid research and analytical skills, understanding of corruption and of the major concerns and constraints of the Afghan government.
Ability to develop evidence-based policy recommendations.
