About Ministry of Agriculture Irrigation and livestock (MAIL):
The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities.
The Government of the Islamic Republic of Afghanistan is launching the Emergency Agriculture & Food Supply Project (EATS) in response to the COVID-19 crisis. The Project objective is to support critical food supply chains and create short-term economic opportunities. The Project includes three components: (A) Productive agricultural water systems; (B) Critical food supply chain management; and (C) Project management. The Project will be implemented by the Ministry of Agriculture, Irrigation and Livestock (MAIL) and financed by grants from the International Development Association (World Bank) and the Afghanistan Reconstruction Trust Fund (ARTF).
The Project design is based on the experience and knowledge acquired from several on-going or recently closed projects, including: On-Farm Water Management Project (OFWMP), National Horticulture and Livestock Project (NHLP), Afghanistan Agricultural Improvement Project (AAIP), all three projects implemented by MAIL and Irrigation Rehabilitation and Development Project (IRDP) implemented by MEW. The Project will use a community driven development approach through the Community Development Councils (CDC) building on the experience of the Citizens Charter Afghanistan Project implemented by MRRD, among others.
A Project Management Unit (PMU) staffed with National Technical Assistance (NTA) is financed by the Project to support the national, provincial and district offices of MAIL for its implementation. The PMU is led by a Project Director based in Kabul.
Regional Water Management Specialist will operate under Component A which supports increased production capacity in irrigated and rain-fed areas that are primarily engaged in grain production and is comprised of two subcomponents: (i) Rehabilitation and improvement of irrigation schemes to improve irrigated agriculture productivity; and (ii) Watershed management and rainfed agriculture support for dryland farming through the development of productive assets and use of climate smart practices. Regional Water Management Specialist will undertake all water management related activities on both irrigated and rainfed (watershed) areas. Furthermore, he will supervise regional water management related activities and will provide guidance and directions to the regional technical team in implementation of irrigation management and watershed management activities.
Regional Water Management Specialist will work under the direct supervision of the Regional Manager and technical guidance of both Senior Irrigation and Watershed Management Specialist and Sr. Water Management Specialist.
His performance will be evaluated by the Regional Manager using inputs from Sr. Water Management Specialist, Sr. Irrigation and Watershed Management Specialist.
Duties & Responsibilities:
The Regional Water Management Specialist will be responsible for:
§ Supervision of the water management aspects of the project and provision of directions to the technical team;
§ Coordinating all implementation activities among the team members;
§ Assigning duties and responsibilities to the technical team members in consultation with Regional Manager based on Project Implementation Plan;
§ Participate in selection and verification of the project sites (irrigation schemes, watershed site, and irrigation demonstration sites (IDS))
§ Assessment of the performance of the selected sites and preparation of need assessment/diagnostic reports for irrigation schemes and watershed sites;
§ Evaluation of the water distribution system, discharge measurement (flumes, current meters etc.), water losses calculation, water use efficiency and crop water productivity.
§ Collection of Climatic data (Rainfall, humidity, wind speed, sun shine hours, etc.) from different stations in region.
§ Do Agro- Meteorological and hydrological data analysis for selected watershed sites and irrigation schemes.
§ Provision of recommendation for improvement of water management practices in watershed/irrigation schemes;
§ Preparation of plan of operations for water management improvements in irrigation schemes and watershed sites.
§ Control the quality of monitoring and evaluation data collected in the field based on M&E manual.
§ Based on the emergency status of the project, the candidate may be required to travel or shifted to other regions temporarily for any assigned tasks.
Perform other duties as assigned by the regional manager and core team
Bachelor degree in Water Management/Agricultural or Water Resources Engineering.
§ At least 5 years of work experience in related fields for Bachelor and 3 years for Master Degree.
§ Experience in using crop water requirement estimation model (CROPWAT 8.0), Aqua Crop etc.
§ Practical experience in the analysis of hydrological data.
§ Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
§ Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
§ Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment;
Proficient in English and National Languages (Pashto and Dari
Afghanistan, Kabul, Baghlan, Herat, Balkh
