About Ministry of Agriculture Irrigation and livestock (MAIL):
The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities.
The Government of the Islamic Republic of Afghanistan is launching the Emergency Agriculture & Food Supply Project (EATS) in response to the COVID-19 crisis. The Project objective is to support critical food supply chains and create short-term economic opportunities. The Project includes three components: (A) Productive agricultural water systems; (B) Critical food supply chain management; and (C) Project management. The Project will be implemented by the Ministry of Agriculture, Irrigation and Livestock (MAIL) and financed by grants from the International Development Association (World Bank) and the Afghanistan Reconstruction Trust Fund (ARTF).
The Project design is based on the experience and knowledge acquired from several on-going or recently closed projects, including: On-Farm Water Management Project (OFWMP), National Horticulture and Livestock Project (NHLP), Afghanistan Agricultural Improvement Project (AAIP), all three projects implemented by MAIL and Irrigation Rehabilitation and Development Project (IRDP) implemented by MEW. The Project will use a community driven development approach through the Community Development Councils (CDC) building on the experience of the Citizens Charter Afghanistan Project implemented by MRRD, among others.
A Project Management Unit (PMU) staffed with National Technical Assistance (NTA) is financed by the Project to support the national, provincial and district offices of MAIL for its implementation. The PMU is led by a Project Director based in Kabul.
QC Engineer Specialist will work under Component A and B which supports increased production capacity in irrigated and rain-fed areas that are primarily engaged in grain production and is comprised of two subcomponents: (i) Rehabilitation and improvement of irrigation schemes to improve irrigated agriculture productivity; and (ii) Watershed management and rainfed agriculture support for dryland farming through the development of productive assets and use of climate smart practices. Also, Component B: Critical food supply chain management which is comprised of two subcomponents: (i) Seed Production, supply and emergency distribution; and (ii) Support for food processing and distribution, Grants and technical assistance to private sector value chains, Support to strengthen the policy, institutional, and coordination framework for critical food supply chains and Communal supply chain Infrastructure.
The QC Engineer Specialist will work for checking, controlling and assuring of the quality of physical works for all ongoing sub-projects under COVID-19 Emergency Agriculture and Food Supply Project (E.A.T.S) in all targeted areas. He/she will also be responsible to directly report to the Regional Manager/Sr. QC Engineer of E.A.T.S and will provide technical support to all sub- projects under the E.A.T.S.
Furthermore, he will supervise and support Field engineers and will provide guidance and directions on quality control of irrigation systems and watershed Management and as well Cool storages related activities.
QC Engineer Specialist will work under the direct supervision of the Regional Manager and under the technical guidance of Sr. Quality Control Engineer.
His performance will be evaluated by the Regional Manager using inputs from the Sr. Quality Control Engineer.
Duties & Responsibilities:
QC Specialist will work for both CDC and NCB contracts smooth implementation. Followings are the required tasks; the incumbent is responsible but not limited to:
§ Conduct site visits, to ensure the work quality and progress is satisfactory and as per the E.A.T.S standard technical specifications and schedule of the sub project respectively.
§ Spot checking and guiding contractors on the requirements of the contract and on technical specifications to make sure that the civil works are completed in accordance with the engineering standards.
§ Review material submitted by contractors for compliance with the BoQ and technical specifications
§ Get daily QC Reports from the field, suggest corrective actions and document it on daily basis. Also prepare monthly and quarterly reports.
§ Prepare close-out documents.
§ Check compliance of QC requirements as per approved QC plan of the sub-project;
§ Ensure that all tests specified in the BoQ are performed at the site for the various water course lining technology of schemes and the test results are well documented.
§ Ensure timely completion of sub-projects as scheduled originally (as per the work plan);
§ Control quantity of the work completed according to the agreed-upon schedule
§ Make sure that the contractors have made enough provisions for allowing flow of canal water for irrigation, and build temporary pedestrian path or establish alternate road
§ Ensure that the CDC/Contractor provide labors the required safety equipment at the construction site as well as the CD/Contractor strictly following the prepared Environmental and Social Safeguard Management Plan
§ Validation and certification of advance and other payments in accordance with the physical work progress to CDC/ Contractors.
§ Solve technical problems during construction, in close coordination with CDC/IA Social, Environmental and Gender units’ representatives and regional managers.
§ Take samples for testing in a contracted lab in the region for each 25 Cubic meter concrete work.
§ Inspecting and controlling each and every sub-project not less than once a week.
§ Identifying variations in design at site, sharing them with the design team and managing them during sub-project implementation and identifying, estimating and managing additional work at site by the CDC request.
§ Facilitate site-meetings when necessary with TPMA, Contractors and CDC members.
§ Should have a close communication with IA, community, CDC and contractor;
§ Conduct required trainings to the project subordinates (Contractor engineers) and PDAIL technical staff in irrigation supervision fields (If necessary); and
§ Should do proper coordination and communication with DAIL offices.
§ Any other duties assigned by the Regional Manager/ Sr. QC engineer.
§ Based on the emergency status of the project the candidate my transfer on temporary bases to adjacent region for the execution of project field activities
§ At least Bachelor degree in Civil Engineering or any other related field. Candidate with higher degree is preferred.
§ Good communication/presentation skills in English and National Languages (Dari/Pashtu).
§ At least 7 years of work experience in related fields for Bachelor and 5 years for Master Degree.
§ Having experience in estimation of irrigation schemes structures, watershed management structures and vertical structures such as; buildings etc.
§ Practical experience in the quality controlling of irrigation system and watershed management, particularly in monitoring the same projects and analysis of hydro-logical data.
§ Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
§ Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
§ Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment.
§ Willing to travel to all provinces of Afghanistan.
§ Having strong management, conflict resolution and communication skills.
Having experience of working with the CDC implemented irrigation schemes and managed watersheds will be a plus point
