KRO is seeking a full-time Protection Officer – PSEA to further strengthen the implementation of the PSEA and Child Protection policies, KRO Regional Office is developing staff capacities at regional and country level, supporting provincial offices in the capacity building, articulating reporting structures and supporting the development of provincial level plans within the KRO framework, as well as a robust monitoring system to ensure compliance.

Key Responsibilities:

 

Protection Officer will undertake the following:

Engagement with and support of the affected population

  • All engagements with the local population should be 1) shared with the PSEA Network, and 2) done in coordination with actors working with affected populations
  • Map existing community engagement projects in KRO and work with project leads to insert PSEA messages and/or gather community input where appropriate.
  • Conduct regular consultations to learn community preferences in reporting sensitive information, their perspectives of aid workers’ attitudes and behavior, and their input on how to speak about sexual issues in a culturally appropriate manner.
  • Design awareness-raising tools and facilitate events for community members with emphasis on their rights, the fact that assistance is never to be conditioned on sexual favors, and options for reporting sensitive complaints including incidents of SEA.

Prevention

The Focal Point will support the Head of Office to establish and/or strengthen internal policies and procedures in line with global standards and good practice, including:

  • Establish and ensure staff sign a Code of Conduct that clearly prohibits SEA, obliges reporting of such acts, and enforces these clauses when breached. The Code should be accompanied by a Whistleblower policy that meaningfully protects complainants and encourages safe reporting.
  • Develop an internal PSEA Strategy and Work Plan to mainstream PSEA throughout KRO’s departments and programming in all offices.
  • Put in place and apply practices in human resource departments that guard against hiring persons who have a record of misconduct, and include PSEA content in induction, contracts and subcontracting, and job evaluation criteria.

In addition, the Focal Point will take the lead on:

  • Planning, budgeting, implementing, and reporting on KRO’s PSEA activities under the Work Plan.
  • Collecting and analyzing information on SEA risk factors and making recommendations to senior management on how to enhance prevention strategies to address risks. Share SEA risk results with the PSEA Network.

 

Other:

  • Participate in training workshops meetings project events held in any provinces.
  • Visit project sites and monitor all activities
  • Respect and adore all policies of KRO including but not limited to; code of conduct, PSEA, Child Protection and Anti-Fraud and Conflict of Interest Policies
  • Maintain 100% transparency and accountability

 

NOTE: Selected candidate will be subjected to background checks with regards to Child Protection and PSEA policy breaches during their past employments.

Job Requirements:

Qualification:

Bachelor’s degree in social sciences, sociology, political science, international relations, international development or related fields (Master’s degree Prefered)

 

 

A minimum of 3 years of professional experience associated with the support, design, implementation, or management of PSEA and/or child safeguarding and/or Child Protection.
