NRC Afghanistan established operations in 2003, and currently maintains five area offices in Balkh, Hirat, Kabul, Kandahar, and Nangarhar, as well as field offices in hard-to-reach, displacement-affected provinces: Badghis, Faryab, Khost, Kunar, Kunduz, Nimroz, Sar-e Pul, and Uruzgan. NRC employs over 1,400 staff in Afghanistan, and works through direct implementation of programmes, to provide both emergency response and durable solutions for internally displaced Afghans, as well as returning Afghan refugees, and Waziristan refugees in southeastern Afghanistan.
Purpose of the Job:
The role of the Consortia Project Coordinator is to support the Consortia Manager on two existing consortiums, funded by DEVCO (INTPA) and Dutch MFA. Project management support will focus on projects focusing on multiple thematic areas including legal assistance and livelihoods; in addition to strengthening the synergies and coordination between NRC, other consortium members, and relevant stakeholders. The coordinator will furthermore strengthen the relationships and coordination between the consortium partners, external partners, government departments and other relevant entities. The following is a brief description of the role:
Compliance and adherence to NRC policies, tools, handbooks and guidelines;
Compliance and adherence to Donor policies, guidelines, and requirements;
Overall coordination between all parties to the consortium;
Assist Consortia Manager in the project management and coordination efforts, including but not limited to work plan, activities, budget and project documentation management, in line with proposals, strategies and donor requirements and regulations.
Lead the administrative aspects of the projects (preparing quarterly and final donor reports).
Monitor financial aspects of the projects, to ensure the expenditures are on track and eligible.
Monitor partner’s performance and implementation through regular communication and engagement to ensure all activities are on track and are correctly recorded and reported.
Organize and record relevant working group and coordination meetings conducted by CMU in field or country level.
Coordinate the operational matters amongst the consortium partners along with the Consortia Manager.
Participate in appropriate donor communication and engagement.
Manage project documents (proper storing/archiving of information and project documents).
Provide background and nuanced information on the context to the Consortia Manager.
Promote holistic durable solutions and strategies, within NRC, consortium and the wider humanitarian community.
Support in new consortia building for new potential projects.
Support in proposal development for the new consortia projects securing funding for new and existing consortiums.
Deputise for the Consortia Manager and/or other Consortia Project Staff in her/his absence as required.
Generic professional competencies:
Minimum 5 years of experience of programmatic implementation in a humanitarian/recovery context, preferably in a consortium.
Experience working in complex and volatile contexts.
Excellent knowledge of Microsoft Office, GIS, and other analytical software.
Experience working with refugees, IDPs or returnees.
Experience in NRC lead consortiums.
Fluency in English, both written and verbal and a local language.
Bachelor in relevant fields (Project Management), masters preferred.
Context/ Specific skills, knowledge and experience:
Knowledge of the refugee, IDP, returnee context in Afghanistan.
Knowledge on NRC Consortium Management.
Knowledge DEVCO, and Dutch MFA programmatic and MEAL requirements.
Monthly Salary based on NRC Afghanistan Salary Scale.
