Expand political contacts among national, regional, and/or provincial-level Afghan government officials, civil society groups, media organizations, and other influential figures. Respond to tasking on domestic and/or regional political issues, including those related to press freedom, trafficking in persons and child/youth issues. Provide oral and written updates and analysis to the Political Section and the Front Office, as necessary, on key developments in regional, national, and/or local politics. Monitor and report on major issues covered by local and or/regional media outlets. Identify key figures in local and regional politics and assist Political Officers in establishing new relationships. Set up appointments for officers and the Front Office and interpret, as necessary. Maintain a comprehensive contact database.
a. Education: Must have obtained a bachelor’s degree following at least three years of university-level study in a relevant area, including political science, law, international relations, journalism, economics and foreign language is required.
b. Prior Work Experience: Must have at least four years of experience in political analysis, media, and legislative work, biographical research of government officials and other stakeholders, and/or reporting on key political, social, or economic developments in Afghanistan is required.
c. Post Entry Training: Political Training for Foreign Service Nationals.
d. Language Proficiency: List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read): Level 4 (Fluent) in English and Dari and level 3 (good working knowledge) of Pashto is required.
e. Job Knowledge: In-depth knowledge of Afghan government (national and subnational) structures, security forces, as well as Afghan cultural and societal norms. Broad familiarity and experience with Afghan political, economic, media (including social media), and civil society institutions. A thorough understanding of many of the key political and social issues affecting Afghanistan today, such as relations with Pakistan and Iran, migration, reconciliation, ethnic relations, and and/or social stability. Expert knowledge of the most culturally effective and appropriate ways to interact with high-level Afghan and/or other diplomatic contacts
f. Skills and Abilities: Ability to understand and proactively report on Mission priorities in Afghanistan and package them in well-written political updates, cables, and other forms of written communication used by the Department. Take initiative to reach out to contacts on a range of political developments and other issues of importance to the U.S. Government. Develop and maintain professional relationships with a broad range of regional, national, and/or local government actors. Effectively interpret and translate as needed. Assist and mentor other LE Staff to develop similar skillsets.
