Job Description:

Summary of Key Functions

The senior nutrition advisor is mainly responsible for effective design of the nutrition component interventions of thewithin the health projects proposals and to provide strategic guidancee on how to efficiently implementation of nutrition components within the health program.  this component.The nutrition Advisor will also be expected to guide CARE in nutrition programming in general.  He/She will ensure effective implementation of the nutrition component of the health projects through regular field visits and capacity building of the project teams on nutrition interventions. SheShe/He will ensure effective coordination with other partners and stakeholders through participation in the nutrition cluster meetings and communication with all relevant stakeholders (PND, UNICEF, WFP and Others).

KEY RELATIONS

  • Report to senior program coordinator health equity and right
  • Collaborate with all the health projects team at CARE sub office level in respective province
  • Actively contribute to Project Team Meetings, to ensure that the project pharmaceutical interventions are implemented in effective and efficient manner and the project goal and objectives are met

General responsibilities:                        

 

Technical:

  • Assist Senior Coordinator of the Health Equity and Right Program on design of nutrition related projects and participate actively in the proposal writing of nutrition projects.
  • Improvement of Nutrition component of integrated project and provide strategic guide on how to efficiently implement this component
  • Planning, implementation, monitoring and follow up of nutrition components of all the projects under the health equity and right program, both financially and technically and provide timely feedback to the field in order make sure that the project is on track
  • To be CARE focal point for the nutrition cluster
  • Coordination with all stakeholders (PND, UNICEF, WFP and Others).

Contribution to program activities:

  • Lead in the development of nutrition program designs and development of concept notes and proposals Provide support to development of the concept note for new project
  • Provide support to the development of the nutrition component of the project action plan and monitoring tools
  • Support field team in planning and the implementation of nutrition activities
  • Participate in the quality improvement of the program
  • Assist Senior Program Coordinator Health Equity and Right and field teams in Nutrition related planning and budgeting.
  • Any other activities related to programs for which the employee is asked

Training and Capacity building:

  • Continuously assessing the knowledge of the project staff involved in the nutrition program
  • Provide training to the concern staff according to their needs
  • Provide on the job training to the Nutrition senior officer, Field Nutrition focal points and supervisor on nutrition/malnutrition, report writing, supervision and monitoring, analysis of the monthly data and trends, anticipation of the programme needs and follow-up of consumptions.
  • Provide training to HF/project staff based on the needs and project action plan

Ensure field level implementation:

  • Regular field visit to the provinces where organization implementing projects/programmes
  • Support the field visit by on-the-job training in the working place
  • Prepare monitoring/supervision report and provide feedback to the relevant staff/departments
  • Create/update the project action plans chronograms and follow it in the field
  • Responsible to ensure all activities are implemented according to the work plan
  • Responsible to contribute to spending and procurement plans for the program needs

Coordination and reporting:

  • Assisting the project managers and field supervisors on regular monthly narrative and statistic reports of TSFP project to WFP
  • Assisting project managers and field supervisors to provide monthly financial reports (Expenditure Summary, payment request, staff payrolls) to WFP
  • Drafting a synthesis report with recommendations for the following steps of the action
  • Assisting manage on preparation of monthly, quarterly and project reports to donor and other partners such as UNICEF, WFP, PND, …etc
  • Represent the organization in external meeting (Nutrition Cluster meeting, task force etc…)
  • Participate in the improvement of the Nutrition National Protocol in collaboration with Nutrition Cluster / INGOs / MoPH…
  • Participate any meeting request by PND, Nutrition cluster and other department of MoPH
  • Participate the nutrition working group meeting conducting by PND or nutrition cluster
  • Participate in any decision taking meeting for Nutrition (IMAM Guideline/IEC tools and policy…etc) hold by nutrition partners

Monitoring and Evaluation:

  • Monitor programmes, through field visits, collection and analysis of information/data and providing feedback for improvement.
  • Ensure data quality and data audit
  • Track monthly indicators
  • Ability to contribute to annual/project reports in collaboration with line manager
  • Prepare and submit monthly activity progress reports
  • Capacity to conduct observational monitoring during supervision visits
  • Participate in project evaluation

Any other duties assigned by respective line manager

Job Requirements:

  • Medical Degree from a recognize university, MPH is preferred
  • Having masters or diploma in nutrition is considered as assets
  • At least five years of professional experience on managing relevant nutrition and health program at field level.
  • Strong understanding of MoPH standards and guidelines (IMAM) Strong English communication skills both verbal and written
  • Skills in programme development, including processes related to policy, strategy, and design.
  • Be able to annualize information evaluate options and think and plan in an effective and strategic manner.
  • Substantial experience of line management, effective team building and capacity development.
    Proven record of successful team leadership management of implementing teams and delivering
    Programme objectives in complex fragile and challenging environments in particular with regards to staff safety and security management.
  • Experience of nutrition proposal writing, planning, and reporting
  • Experience of nutrition and health care System
  • Having experience of conducting SMART, Rapid SMART Survey.

Experience:

  • A minimum of 5 years working experience in health programme or BPHS/EPHS projects with National and international NGOs in Afghanistan in the nutrition field.

Others:

  • Ability and willingness to travel to the project sites within Afghanistan
  • Honest, proactive, and well mannered
