The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
The National Partnerships Officer supports the Manager in developing and managing a portfolio of relationships with donors. The post holder continuously updates the donor profiles and supports in bringing in new opportunities. The post holder contributes to building and strengthening the systems and processes of the Partnerships and Policy (P & P) Department with administrative back stopping on single and cross-sectoral grants. Typical tasks will include conducting due diligence of new partners, updating the online salesforce database for new opportunities (AIMS), scanning new solicited opportunities, coordinating report writing, sharing successes and lessons from programming and supporting proposal development. Although the position is based in Kabul, the candidate might have to visit and spend up to 20% of their time based in one of the four provincial offices, working on a diverse range of programmes, and facilitating better integration between national and regional programmes and sectors for new funding opportunities.
JOB DUTIES AND RESPONSIBILITIES
1. External Relations and Due Diligence:
• She/He will provide support in developing relationships with National NGOs.
• She/He will conduct due diligence of the organizations. She/He will be identifying potential areas of collaboration/partnership and facilitate meeting with the relevant staff. The post holder will update the donor profiles on a regular basis and continually capture knowledge about AKF (Afg)’s strategic partners and develop weekly updates for Manager P&P, CEO, and other relevant stakeholders.
2. AIMS -SALESFORCE Online database Management: Support the Manager and Partnerships Unit team members in ensuring all opportunities/grants on AIMS are up to date. Identify new opportunities and share with the relevant sector heads and follow up on their decisions to update the AIMS system frequently.
3. Communication Function:
• Improve the Communications function by using it as a strategic tool for resource mobilization and external stakeholder engagement. Support the P&P Manager in producing various comms materials that will be essential for resources mobilization.
• The Partnership Officer supports in the development of newsletters and communication’s materials such as press releases, briefs and annual reports. He/She supports sector units, AKF Programme Unit, CEO and AKDN Diplomatic Office with ad- hoc policy and communication requests. When needed, he/ she coordinates communications elements of project visits with donors, government officials and journalists and prepares materials to regularly update the AKDN website and social media pages.
4. Proposal Development: Support proposal development in coordination with the Programme Support Unit and other Sector Leads and provide building blocks for proposals when needed.
5. Policy engagement: Support P & P unit in policy engagement. She/he will share information on the activities of various Ministries which includes information on new calls, current projects, our understanding of their goals and priorities, national policies and analysis of how we can work together, etc.
6. Programmatic Engagement: Develop a comprehensive understanding of programmatic approaches and methods to facilitate internal and external engagement.
7. System Development and Administrative support:
• Have a clear record of collaboration, decisions, and relationships, which can be easily accessed and maintained by the AKF(Afg) Partnerships unit and by other donor units, or SMT. Write meeting minutes for P&P meetings held regularly with donors or internally. Supporting the Manager in developing the systems within the Department that will further ensure effective resource mobilization and external stakeholder engagement. Ensure that Contracts/grant and program documents are stored in a coherent and easily accessible manner, and that administrative tasks are carried out in support of the Policy and Partnerships team (e.g. scheduling, travel arrangements). Provide administrative support to the Policy and Partnership’s unit as an when required.
8. Coordination between sectors: Ensure regular communication with different sector focal persons and sector staff in the field on regional/national developments, and work with other National Managers and Coordinators to collect articles for Comms related purposes. Facilitate meetings of relevant platforms that P & P will lead on.
9. Safeguarding: The Partnerships Officer carries out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to safeguarding, which includes protecting children in accordance with the Child Safeguarding Policy.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
1. Any other duties relevant to this positions’ core responsibilities and duties, as assigned by the Partnerships and Policy Manager that may include collaborating with other AKDN agencies in Kabul.
1. Master’s/Bachelor’s degree in relevant field and at least three years of field experience in a similar or relevant field, including relationship building and management skills; preferably in a donor environment.
2. Experience working in a multicultural environment, preferably in a post-conflict one.
3. Experience with client-facing or external-oriented positions (PR, advocacy, sales, consulting, etc.)
4. Excellent English writing and speaking skills, including producing high quality written materials on a short notice/within a tight deadline. This will be an important criterion for the job.
5. Demonstrated ability to work under pressure.
6. Experience of updating information on online platforms including salesforce-AIMS would be an added advantage.
REQUIRED CORE COMPETENCIES
