Job Summary:

Purpose of the Post:


Under the overall supervision of WHO WHE team and in close cooperation with of EHIS of MOPH;

A-    Plan, implement, monitor and report on the health cluster activities.

B-    Provide technical guidance to IMO to collect, compile and analyse the result.

C-    To draft donor proposal and donor report as required


Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):


–         To monitor health emergencies program

–         To develop proposals for Health Emergencies

–         To write donor reports as per donor requirements

–         To support health cluster based on needs


Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):


Afghanistan is a disaster prone country with numerous recurrent natural and man-made disasters. The protracted complex emergency situation and prevailing insecurities negatively affects more than 50% of the country’s preparedness and coping capacities, thus increasing the vulnerability and impacting communities’ resilience. Hence the all hazard emergency risk reduction, preparedness and response approach should be in place and operational to reduce the morbidity, mortality and disability due to such emergencies especially among vulnerable population.

WHO leading Health Cluster and potentially receiving fund from different sources such CHF, USAID, EHCO and ETC. Health project have been implemented directly by WHO and or by partners. To measure achievement against HRP objectives all project need to be monitored and result matched against the objectives. Also health cluste/WHO need to support partners on assessment of emergency situation, resource finding and training on how report.

WHO to better leads the health emergency cluster and closely coordinates with the inter cluster coordination team of Afghanistan and the major donors, a monitoring and reporting officer will be required.

Duties & Responsibilities:

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):


The incumbent will perform the following duties:



1.      Design for monitoring of health cluster activities in collaboration with HC partners.

2.      Ensure MOPH and NGO monitors are trained on the implementation of monitoring procedures for individual project of HC.

3.      Undertake key monitoring activities to the project site.

4.      Monitor donor proposals, donor report

5.      Monitor and persuade timely implementation of work plan activities

6.      Compile and analyze results of monitoring and assessment and provide feedback for decision making at all levels.


7.      Finalize health cluster format for integrate rapid and in depth assessment in coordination with other cluster.

8.      Ensure provincial EPR teams conduct rapid and in depth assessment, in light of health emergency risk assessment.

9.      Design and take part at evaluation of identified projects.


10.   Review and provide feedback for WHE report, dashboard and WHE bulletins.

11.   Set priority for HC out of monitoring and assessment set of data.

12.   Draft donor proposal and report and follow timely submission.

13.   Draft speaking points for WR and other officials in the light of WHE activities when while required.

14.   Promote WHE activities integration and synergism with other units of WHO



1.      Plan and facilitate the relevant capacity building, including training activities e.g. monthly reports and EPR weekly report through the design data bases in collaboration with IMO.

2.      Provide logistical and technical support to the trainings and report [technical and financial] on completion.

Resource management

Ensure proper management and utilization of all funded activities under HE projects in collaboration with finance officer of HE.

Functional Skills and Knowledge:

·        Good knowledge of public health and emergency health service delivery strategies;

·        Ability to work under pressure and to meet deadlines;

·        Demonstrated ability of coordination, planning, implementation, M&E and reporting on emergency health or RMNCH interventions.

Ability to frequently travel (up to 40% of time) to the provinces and implementation sites


Essential: Degree in medicine. Additional master’s degree in public health and/or humanitarian emergencies is desirable. Training on monitoring, assessment and report writing, especially in emergency field will be an asset.





Essential:  Essential: Minimum of 4 years’ field experience of emergency health service delivery and working with MOPH/NGO in EPHS/BPHS. At least one-year program monitoring experience in the country or outside of the country.

Desirable: Relevant experience in the UN system


Languages: Fluency in oral and written Dari and Pashto. Good verbal and writing English language Skills.
