Job Title: Monitoring and Evaluation (M&E) Expert

ABCS Consulting is a regional development firm specializing in designing and implementing sustainable, high-impact projects across various sectors including agriculture, health, governance, and community development. We are currently seeking an experienced M&E Expert with a strong background in baseline surveys, monitoring and evaluation, and other survey activities to join our team in Afghanistan.
Responsibilities:
– Design and implement M&E frameworks, tools and methodologies to measure the impact of projects and programs in line with project goals and objectives.
– Conduct baseline assessments, mid-term evaluations, and end-line evaluations.
– Develop detailed work plans and budgets for monitoring and evaluation activities.
– Train project staff, community members, and other stakeholders on M&E methodologies and best practices.
– Analyze and interpret data to produce high quality survey reports, performance indicators, and briefs for internal and external stakeholders.
– Prepare M&E related sections of project reports and contribute to other project documents.
– Collaborate closely with project team members and partner organizations to ensure that M&E results inform project decisions and strategies.
– Oversee and coordinate data collection, monitoring, and reporting activities of project staff and partners in multiple locations.
– Ensure quality assurance and compliance with donor requirements and international evaluation standards.
Qualifications:
– A Master’s degree in Social Sciences, Economics, Development Studies, Statistics, or a related field.
– Minimum 5 years of experience in designing and implementing M&E systems, particularly in baseline surveys, monitoring and evaluation, and other survey activities within international development projects and programs.
– Experience working in Afghanistan is highly desirable.
– Strong analytical and quantitative skills; experience with statistical analysis software is an advantage.
– Excellent understanding of various research methodologies, survey designs, and sampling techniques.
– Demonstrated ability to train and coach staff and stakeholders in M&E systems and methodologies.
– Strong interpersonal and communication skills; ability to work collaboratively with diverse groups of stakeholders.
– Proficiency in spoken and written English; knowledge of local languages is an asset.
– Willingness to travel frequently within Afghanistan and adapt to a challenging work environment.
