Job Overview: 

The role of the M&E Coordinator is to establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Project Coordinator will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Job Description:

Generic Responsibilities:

  1. Adherence to NRC policies, guidance and procedures
  2. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  3. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  4. Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  5. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  6. Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  7. Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  8. Supervise and mentor M&E support staff in executing M&E plans.
  9. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
  10. Any other task allocated by your supervisor

Specific Responsibilities:

  1. Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools
  2. Convene and lead the Consortia M&E WGs in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  3. Support the implementation, dissemination and use of evaluations, assessments and monitoring data in consortia development, adjustment or review.
  4. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  5. Conduct frequent joint field visits to all project sites for monitoring, quality control and program staff mentoring and coaching  on M&E
  6. Consolidate and contribute clear and quality M&E components to the donor narrative reports by the consortium
  7. Support in creating an environment of continued learning, encouraging innovation and auto-critical analysis, capitalizing on lessons learned to inform programmatic and strategic decisions and contributes to the knowledge base of the sectors covered by the program.
  8. Work with the M&E team to build and foster a culture of learning and reflection that uses data to design and adapt programs.
  9. Coordinate with the consortium M&E team for key assessments and learnings
  10. Lead the harmonization of surveys or assessment by the consortia partners
  11. Support the consortia in developing public messaging and profiling of the consortia project
  12. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

Job Requirements:

Generic Professional Competencies:

  1. At least 5 years experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  2. Thorough experience with and knowledge of  principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  3. Understanding of data and information needs for program management and decision making
  4. Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  5. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  6. High level English language proficiency (speaking, reading, writing)
  7. Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  8. Experience using SPSS, STATA, Epi Info, or R
  9. Good communication and interpersonal skills
  10. Strong organisational and team working skills
  11. Good cultural awareness and sensitivity
  12. Highly approachable, trustworthy and confidential
  13. Advanced English Language level (Business English is a plus)
  14. Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  15. Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)
  16. Excellent communication skills in English
  17. Proven presentation, training and facilitation skills
