PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalized communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

The MEAL/CFRM Assistant will provide support to PIN MEAL and programme teams. He/she will contribute to strengthening accountability and learning systems in view of continuously improving the quality and effectiveness of PIN’s interventions, by ensuring that support is extended to the most vulnerable groups and that activities are carried out according to PIN standards and project/programme requirements.

Responsibilities:

The MEAL CFRM Assistant is responsible for, but not limited to, the following work areas and duties:

Data collection and activity monitoring

  • Assist the implementation of the beneficiary Community Feedback and Response Mechanism (CFRM) at project level; taking the lead in handling formal and informal feedback channels as per PIN guidelines and SOPs, including daily management of the Hotline and ensuring set up of Complaints boxes at distributions points.
  • Ensure complaints and feedback are properly recorded, referred to relevant project and management teams and dealt with in accordance to the PIN CFRM Policy and SOPs. Ensure proper follow-up and regularly communicate with beneficiaries to provide response to their feedback in a timely manner.
  • Enter gathered data in a prescribed format to produce reports on a regular basis; normally in Word or Excel formats. Perform analysis of quantitative and qualitative data, and draft reports presenting the results of the analysis.
  • Promote community participation and ensure learning from CFRM data is captured, documented and properly shared with MEAL and programme teams, to support the use of findings in project design and operation adjustments.
  • Support in carrying out community sensitization on feedback and complaint mechanisms and ensure inclusion of all vulnerable groups. Ensure confidentially of complaints and treat beneficiaries with dignity.
  • Training and sensitizing field staff and enumerators on accountability principles and CFRM tools, including complaint receiving and distributing CFRM awareness materials to all beneficiaries.
  • Support the MEAL team in revision and finalization of data collection and analysis tools based on the project design; and assist in conducting surveys, observational monitoring, focus group discussions and key informant interviews.

 

  • Organize, collect, compile and document accountability-related data and files, ensuring that all records are properly archived.
  • Ensure that humanitarian as well as protection principles and standards are properly mainstreamed in the planning, implementation, reporting and evaluation phase;
  • Understand and follow the security protocols and advice of PIN Access staff and Field staff;
  • Any other task as assigned by the line manager and, as appropriate, a member of the MEAL team.

Job Requirements:

QUALIFICATIONS AND PREFERRED SKILLS

 

Essential requirements

  • (Preferred) Bachelor’s degree or (Minimum required) Higher Secondary School Completion Certificate;
  • At least 2 years of experience in MEAL and/or CFRM, with good knowledge and understanding of humanitarian programming, including understanding of project cycle management
  • Good technical understanding of MEAL and knowledge in data analysis and reporting.
  • Good knowledge with MS Office (Word, Excel, Power Point & Outlook) and digital data collection software Kobo.
  • Experience with community mobilization in a rural and/or insecure context, including marginalized populations, especially women, in community activities;
  • Ability and experience in training people and/or facilitating awareness sessions;
  • Excellent communication, facilitation, social and presentation skills with ability to interact effectively and harmoniously;
  • Cognitive empathy skills, dedication and commitment to maintaining two-way communication with vulnerable communities
  • Fluency in Dari and Pashto, good command of English
  • Ability to work independently as well as part of a team
