The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. Job Description:

Scope of work:

SCA’s rural development programme aims to improve rural livelihoods and resilience of target groups, including men, women, boys, girls, youth, and persons with disabilities. The programme covers emergency assistance, livelihoods, water, sanitation, and hygiene (WASH), disaster risk reduction (DRR) and local governance. SCA is seeking a Livelihoods Officer for Household Livelihood Support and Access to Inclusive Education for Children Affected by Child Labor project. SCA will support vulnerable households that have children involved in child labor gain access to social support and assistance. SCA will also initiate income-generating opportunities for these vulnerable households as a way of addressing child labor. The project will also support the protection of vulnerable girls by supporting their education through engagement of parents and stakeholders. SCA will further enhance and support strengthening of community and household social safety nets to enable them to enhance their resilience to withstand shocks. The livelihood officer will be responsible for the implementation above programme – livelihood part – in TRMO and will report to the RD Manager in TRMO.

Main Responsibilities:

  • Conduct market assessment and identify the highly demanding and feasible products for vocational trainings.
  • Collect the training materials, arrange a reasonable training facility, and coordinate the participants into appropriate vocational centres.
  • Ensure that project activities are properly coordinated with stakeholders and stakeholders are consulted during the project implementation.
  • Supervise all skill training courses in the province, to ensure that the trainers conduct training based on agreed manual and quality.
  • Provide productive feedback to the vocational trainers that leads to the improvement of vocational trainings.
  • Coordinate the food/cash distribution process and make sure that the cash/food grant reaches to the intended recipients in an appropriate manner and does create any conflict.
  • Finalize the list of materials and equipment that are planned to be granted to the vocational training graduates.
  • Follow the procurement process with procurement/logistic units to timely avail the materials and equipment to the beneficiaries.
  • Once the vocational trainings are completed, closely monitor the beneficiaries utilizing the provided equipment and address any pertaining issue in close collaboration with RD Manager.
  • Participate actively in strategy discussion/meetings on vocational trainings and provide the required technical feedback.
  • Ensure that the necessary data is collected with desired quality from the relevant province under the project and sent to RDPU.
  • Ensure that the vocational training materials are regularly updated
  • Ensure proper project coordination with different units of KLO are ensured especially with the Education Programme; and
  • Any other duty or responsibility assigned by the RD Manager.

Job Requirements:

Qualifications & Requirements:

  Education: Bachelor’s degree from recognized college or university in Economics, Business Administration, Agriculture. Master’s degree is preferred Experience: 2 – 3 years relevant experience with bachelor’s degree.

  • Computer skills including MS Office package.
  • Fluency in English and Dari and Pashto, both written and spoken
  • Interpersonal and communication skills
  • Experience of planning, reporting, and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
