Job Description:

Under the overall direction of CoFA, the Senior HR Coordinator effectively supports the Human Resources functions of Mission East in the target regions’ professional human resources management according to the organizational rules & regulations (policies).

Key Working Relationships (horizontal & vertical) Vertical:

with the CoFA, Country Director & HQ HR Unit. Horizontally: with PPMs, FAMs, Ministry of Labor, ACBAR, and other related external stakeholders.

Scope of the Role:

Reporting to the Chief of Finance and Administration to ensure the quality of human resources, strategic development of HR activities, excellence in staffing capacity, and HR support in line with the Missions East country strategies, vision, mission, and values and/or as per donor required standards.

Key Responsibilities and Accountabilities:

The Senior HR Coordinator is accountable to fulfill his/her roles and responsibilities in line with the Mission East Code of Conduct, values, and principles and to report to his line manager on defined key performance indicators as follows:

HR Management:

• Ensure update of ME reward system, in cooperation with Finance. • Ensure that the vacant position/job is announced on time through ACBAR and other relevant sources. In relation to this, the Senior HR Coordinator in close consultation with the concerned sector manager will develop an announcement/JD where the job requirements of the position are explained clearly, • The Senior HR Coordinator will make sure that the sector manager is consulted properly during the announcement and screening process. • Review/prepare Job Descriptions for each category of the staff according to the given duties and responsibilities of each individual position in close consultation with the concerned sector manager. The JD should be based on the specific program/project requirements. • Prepare end-of-service recommendation letter/certificate for the staff who are leaving Mission East, • Control the attendance registers, prepare attendance reports, and submit the report to the concerned finance staff for arranging salaries and other benefits, 2 • Keep a record of all leaves (all kind of leaves) of the ME national staff. Also, share leave records on a monthly/quarterly basis with ME staff members. • Make sure that all the ME staff members are provided with orientation training (on their new arrival), security updates, and organizational Values, Mission, Vision, and other administrative procedures, • Closely coordinate HR-related issues with sector managers, chief of finance and administration and when needed, DCD and CD. PPMs shall also be kept in the loop should there be some changes concerning staff at provincial levels, • Make sure that the country labor law is taken into account while dealing with staffing issues. Donor-specific requirements MUST also be taken into consideration especially when it has implications over the budget or performance. • Review the monthly salaries of each office, by comparing the information with the HR records and sending the review salaries for CoFA further review and approval. • Update the HR Manual time by time and discuss with the CoFA and SMT members for the same. • Preparing monthly Sitrep report in a timely manner and submitting to CoFA • Preparing in a timely manner HR Quarterly report and submitting to CoFA: 1- Personnel Data Afghanistan 2- Staff Appraisal Monitoring 3- Emergency Contact Details of employees 4- National Staff Training Report.

Performance and Competence Management:

• Ensure planning and follow-up of ME Performance Management. • Ensure follow-up on the competence development plan. • Promotion of relevant learning and development initiatives through conducting a performance appraisal. • Provision of advice and support to line managers on performance issues (capability and conduct) and intervention where necessary in cases of a serious breach. • Assist and train the provincial-level staff in HR-related issues. Special support & attention MUST be given to PPMs in organizing all HR-related issues like maintaining personnel files with all necessary documents etc.

HR-related Logistic & Administrative support:

• Ensure update and local distribution of the HR Handbook and HR Annex • HR support to Senior Managers, among others administration of salary payment along with general administration of office and maintenance routines. • Arrange & Coordinate HR-related issues with the Log of ME.

Others:

• Report to the CoFA or PPM and CD regarding any information, which has, or may have, an impact on operations, be it obtained by investigation or chance occurrence. • Upon instruction of the CoFA, travel to other provinces and work there for capacity building and other exposure. • Upon instruction of CoFA, be a member of the internal audit committee and do working accordingly. • Act in accordance with the procedures laid down in the “Mission East Afghanistan Security Manual”. • Maintains close coordination with the logistics section • Carry a Mission East ID card at all times when on Mission East business. • Act in a professional and appropriate manner at all times. • Upon instruction of the CoFA, conduct six monthly internal HR audits (sample-based) of all HR files and procedures and compliances with the HR Manual. • Any other task as assigned by the supervisor

Job Requirements:

Experience required:

At least five years of continuous experience in HR management and other related disciplines concerning HR for humanitarian and development organizations, preferably with a non-governmental organization.

Skills & Competencies Required:

• Strong organizational and problem-solving skills especially with regard to HR. • Solid knowledge and experience in HR management practices and standards. • Strong interpersonal and team-building skills • Ability to train and mentor other staff in HR management. • Personnel advisory skills. Ability to support, follow-up, encourage and supervise other staff to provide quality work and high levels of performance. • Demonstrated ability in security awareness, security training, and security management for both international and national staff. • Fluency in at least one of the most spoken national languages (Dari) in spoken and written. Demonstrated capability in spoken and written English. • Excellent computer skills in Word, Excel, PowerPoint, Outlook, and MS Access, • Gender awareness and strong consideration for gender equity and equality in all aspects of the work • General practical competencies in HR database management and maintenance. • Commitment to humanitarian principles and rules to guide NGO actions. • Ability to travel to provinces and if necessary to sub-offices of ME. • Sympathy to Mission East Organizational Values, Mission, and Vision. • Enthusiastic, professional, and positive approach with a high degree of self-motivation. • Demonstrated ability to prioritize, plan and delegate within a flexible working environment • Excellent relationship-management, team building, and interpersonal skills with an ability to communicate clearly and appropriately across all levels of the organization • Understanding of organizational structures, culture, and virtual team dynamics. • Personal integrity, compassion, and discretion.

Qualification:

• Education to degree level or above in a relevant field would be an advantage • Professional qualification in Human Resource Management and/or; • Substantial 5 years of experience working in a senior HR management position and must have at least 3 years within the development organization.
