Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
Afghan mission is the oldest PUI mission, with the first medical intervention launched in 1979 just after the Soviet Invasion. PU-AMI’s teams currently work mainly on the implementation of health services for the population of Eastern region, complementing its health response across the sectors of nutrition, protection, WaSH with an important focus on displaced population.

Humanitarian Access Coordinator’s role is to contribute to the security and safety of PU-AMI staff and assets as well as to more efficient program implementation by strengthening PU-AMI’s capacity in establishing, developing and maintaining access in hard-to-reach areas where more humanitarian support is needed. Access Coordinator will lead the coordinated efforts in designing and implementing PU-AMI’s access strategy, as well as will provide information, advice and training in support to other field based colleagues
Objective 1: Liaison and external coordination and representation
Establishes and maintains formal and informal relations and contacts in all PU-AMI areas of operations with the aim to help better access to communities and populations, particularly in hard-to-reach locations;
Establishes and maintains relations with the stakeholders, partners, influential and other community representatives contributing to PU-AMI collective effort to remain transparent and provide services in alignment with the humanitarian principles and do-no-harm.
Develops, updates and analyzes the stakeholder’s mapping;
Assesses the risks and foresees the impediments related to the access in the areas where PU-AMI operates;
Contributes to the collective effort in strengthening awareness in the intervention areas of PU-AMI’s mandate, core values, and services that the organization provides;
Expands and maintains relations with counterparts at other non-governmental organizations and agencies;
Acts as PU-AMI main focal points for access related discussions, bilaterally and in a broader forums;
Represents PU-AMI externally with relation to the access matters and upon request of Head of Mission;
Objective 2: Context monitoring and analysis
Regularly monitors and analyzes the context dynamics with impact on access, as well as reports and advises Head of Mission and relevant colleagues on the adaptations in approach and/or implementation, if necessary;
Monitors media and other information outlets and products for developments related to the access and humanitarian dynamics, and prepares the weekly review to be disseminated to the relevant colleagues;
Develops and updates the access impediments reporting, databases and similar tools;
Develops and updates other relevant sheets and tools;
Reviews frameworks, guidelines and other operational documents to ensure that access related
Objective 3: Advisory and training
Supports Head of Mission in management of access-related challenges, opportunities for improvements, and overall enhancing PU-AMI’s capacity in establishing and maintaining access in hard-to-reach areas where more humanitarian support is needed;
Leads broader efforts in all matters related to
Provides guidance, recommendations and other facilitation to field based colleagues having responsibilities within the field of security and safety as well as program implementation;
Provides feedback and advice on security risks, resources, documents (strategic and operational), as well as good practices for colleagues involved in security management;
Provides support during the incident management, if and whenever necessary;
Conducts regular visits to the field in order to provide assessments on existing and emerging risks, as well as to support the field-level colleagues in designing or revising the mitigation and other measures;
Designs, plans and provides training in access negotiations and management, as well as mainstreams understanding on access related

At least 5 years of experience in similar position and security management responsibilities 3 years’ experience with a INGO in related positions
