About SCA:

SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education and Community Driven Development. With a total annual, budget of roughly USD 40 million. The total number of staff is around 5,700 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and two Liaison Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 3,500 members organized in local chapters all over the country. In the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.

Job Description:

  • Act according to the policy and regulations of SCA.
  • Help and promote  attitude of team spirit and strong focus on quality.
  • Develop good co – operation with SCA Units, authorities, institutions, and other NGOs.
  • Arrangement and follow up HR activities with a close cooperation with RMOs Units.
  • Do related job as delegated by Line supervisor.
  • To supervise and follow up the consistency and update staff’s personal files, HR staff data, payrolls.
  • Assist the recruitment process of  the projects staff
  • To computerize HR staff data, statistics in database and producing report if required.
  • Translate document from English to Pashto/Dari based on requirements.
  • To maintain update HR filing/reporting system and staffs’ salaries.
  • To actively involved in recruitment/hiring of all type of staff.
  • To develop new personal file for newcomers supported with complete document according to HR check list.
  • To keep update record of RMOs staff personal files.
  • To prepare pay roll of regular staff, projects field staff and project staff on monthly bases.
  • To keep training records of staff facilitated by HR.
  • Reconciliation of HR and finance data of education project field staff.
  • EMIS preparation of education project field staff for MoE.
  • Any task assigned by Senior HR Officer regarding project field staff.
  • Assist in updating and maintaining project field staff data in Odoo HRIS.
  • Coordination with M&E for data verification and accuracy.
  • To review budget follow ups (BFUs) and come with feed back to the HR senior officer on any over or under spending.
  • Conduct facilitation of orientation to new joiners about HR manual
  • Promote gender equality, non – discrimination with regard to ethnic, political and religious background.
  • To participate in workshop, seminars & conference organised by HR at KMO or RMOs

Job Requirements:

  • Graduated University Computer science and Economy.
  • At least 2–3-year experience in a similar position, preferably with NGOs or UN agencies
  • Fluent in Dari, Pashto, and English both written and spoken.
  • Honest, active, innovative, and well mannered.
  • Be familiar with secretarial work.
  • Strong interpersonal and communication skills.
  • Proper computer knowledge at operational level (SCA has Ms Office as its standard software) being familiar with database is a must.
  • Being an Afghan citizen.
