About Cordaid:

Cordaid is an internationally operating value-based emergency relief and development organization, working in and on fragility.

The organization was established in 2000 when several Dutch aid organizations joined forces. But our history goes back more than a century. Cordaid has changed over the years, the organization now is focusing more on the localization of its operations and programs to empower local human capacities and knowledge in serving communities and people. Job Description:

Strategic HR plan  

Assists in implementing the strategic Human Resources plan.

Policies and procedures   

Assists in the recruitment process and ensures background and reference checks are completed. Orients new employees to the organization, and serves as a focal point for HR-related questions. Administers training and development activities and costs.


Informs staff on HR administrative matters and answers questions related to this subject.

Administrative Compliance and Support 

Prepares contracts and letters to (prospective) employees. Prepares and maintains (new) employee files and records of probation and performance reviews, grievances and disciplinary action. Assists management and employees with forms and procedures. Administers and controls human resource information systems for the organization. Oversees the completion of compensation and benefit documentation. Processes the monthly payroll. Close collaboration with field offices to address HR-related issues at the field level.


Supports in following the Code of Conduct and Integrity Policy

Knowledge sharing & learning      

Collects information and changes on Labor law, employment conditions, and taxes.


Any other duties assigned by the manager

Job Requirements:

Knowledge, Skills, and Experiences

University degree or specialized professional certificate in human resources management, organizational development, business or public administration, or other relevant subject

Minimum of Two to Three years’ relevant working experience in human resources in an international NGO environment

Knowledge of HR information systems

Knowledge of the mission and goals of the Cordaid program, security policy and regulations.

Behavioral values and skills: accountability, diversity & inclusion, sustainability, flexibility, creativity, collaboration.

Very good English writing and communication skills

Good knowledge of the local context.

An assessment phase can be part of the selection procedure. The assessment phase usually consists of a technical assessment followed by a competency-based written test and two interviews. However, there may be exceptions for a second interview,  depending on the specific functions of a position.
