About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Description:

        1. Administrative Reponsibilities

Responsibilities of Administration

  1. To collect, update and file all necessary employee’s documents such as contract including signed regulations, appraisal, warning, data, ID, work permit, health certificate, TIN and other necessary documents 
  2. To create new file for new hired staff.
  3. To collect, update and file staff information such as leaves, sickness and attendance
  4. To update staff database.
  5. To prepare discharge of liability and work certificate for released staff in Kandahar.
  6. To collect and file letters and internal notes.
  7. To collect and file administrative contracts and MoU and remind the HR and Admin Manager if expire
  8. To provide monthly admin/HR reports to Admin/HR Manager.

Responsibilities of Human Resources Management

  1. Is in charge of all the admin procedures from the recruitment (starting from posting vacancy advertisement throughout the programme, collecting application, arrange interview and tests in Kandahar, reference check, offer letter, induction schedule for newly recruited staff, signature of the contract, briefing on the main dispositions of the reference HR documents, different forms to fill up and documents to provide, documents to collect to make the individual file), till the end of contract of an HI employment (signature of the discharge of liability, payment of the out-standing payment, preparation of the working certificate, material to get back from the employee) and to provide the check-list to the Administrative Coordinator in Kabul,
  2. Is in charge to draft the working contracts/addendums/discharge of liability/work certificate and to send them to HR Coordinator in Kabul for checking and validation before DP’s signature,
  3. Is in charge of the following of the contracts (expiry dates renewal, addendums) and to provide the HR Coordinator with it on the 30 of the month.
  4. To prepare monthly payroll and pay slip, including tax.
  5. Take care of internal flight bookings for KDH base staff, filling the appropriate forms and documentation ensuring tickets are disseminated in a timely fashion.

Others

  1. To replace Finance in his/her absence.
  2. To ensure all computers in Office, PRC, TIQRA and EMT projects have up to date windows/office systems and antivirus.
  3. Responsible for configuring internet connection for computers.
  4. Responsible for configuring outlook mail set up.
  5. Provide support to Finance Officer when necessary with collaboration of HR/Administration Supervisor.

 

Job Requirements:

Knowledge required

Essential

  1. University degree or equivalent in Business Administration/Public Administration (Specialization in HR is preferred)
  2. Knowledge of Human Resource Management
  3. Work experience in HR/Administrative position for at least 3 years
  4. IT/Computer certificate

  1. Having good knowledge of administrative and HR procedures
