About Première Urgence – Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

تیم های  PU-AMI متعهد به حمایت  و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد.  هدف عمده PU-AMI کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار  انهاییکه در نیاز فوری قرار دارند  میباشد.

 ماموریت افغانستان  قدیمی  ترین مآموریت   (PUI) پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های PU-AMI در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه wash و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  COVID-19 در  2020  تطبیق مینماید .

PU-AMI  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و wash در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

 در سطح جهان موسسه    PUIدر 23 مملکت  جهان به  6 میلیون نفر  در 5 قاره افریقا- آسیا- شرق میانه- امریکای لاتین و اروپا کمک مینماید.

 

Job Description:

Responsibilities and particular assignments

General Responsibilities

The health specialist supports the Project Managers for the management and implementation of the health component of multi-sectorial project in the region, including BPHS and EPHS components such

  • Provision of MHC, mental health, disability, communicable disease, child and neonatal health and essential medicine in the mobile health team and health centers

Health specialist will also support the implementation of all health interventions in the fixed and mobile health centers including SCs and FATP in the region.

The health specialist is in charge of supporting the Project Managers for the design, planning, and monitoring of the health component-related activities in the provinces of the region.

She/he will carry out regular supervision /monitoring visits and follow up on the data provided by the health facilities to ensure the health services are implemented in a timely manner, providing qualitative services to both children and women as well as catchment area vulnerable population, in a cost-efficient manner.

She/he will find the gaps and provide on the job trainings and other comprehensive health trainings as per need (IMNCI, EPI, communicable disease, HMIS etc.).

She/he will also follow up on the inventory of essential drugs, in collaboration with the pharmacy manger/pharmacy officer and alert the project manager on any risk of shortage.

The health specialist is responsible for the quantitative and qualitative implementation, standardization and harmonization of PU-AMI projects in the Region, optimizing PU-AMI’s resources, activities and services provided to Afghan populations in targeted areas.

He/she assists the Senior project officer, Field Coordinator, Medical Coordinator, and the Deputy Head of Mission for Programs in the design, implementation and monitoring of medical programs of the mission in the Region .

He/she supports the Field Coordinator, deputy field coordinator, Health Coordinator, and DHoM for the development of the mission’s strategy related to health and for the quality of the health programs, all along the project cycle, from assessment to implementation, monitoring and evaluation.

He/she will carry out regular field visits to the area of implementation of the activities to control the quality of the projects as well as their relevance, where PU-AMI implements or intends to implement activities.

Objective 1: Health activities implementation follow up

Activities/main duties

  • Following up of the work plan for the health activities
  • Actively take part in HF supervision process and the monitoring of the program
  • Regularly visit to the project locations and provide on the job training
  • Set up implementation planning, follow up tools & regular updates
  • Write activity reports (monthly, quarterly, intermediary, final and other need base reports)
  • Organize need assessments and KAP upon request
  • Under the responsibility of line manager and in collaboration with Project Manager organize the training of teams in health-related topics as well as any other refresher training according to thee needs identified
  • Ensure that the health services provided at mobile level are efficiently connected to fixed HFs and the community (through CHWs, CNTs, etc.)

Objective 3: Supervision of health activities and reporting

Activities/main duties

  • Follow up on the health part of the PMT (Projects Monitoring Tool) in collaboration with Project Managers and the MEAL team.
  • Regular monitoring of the quality of services provided and reporting through field visits and cross-check of beneficiaries
  • Updating deputy health coordinator and project manager and expatriate with field visit reports
  • Identification of challenges in quality of implementation and follow up with Project Managers: finding solutions and ensuring they are accurately implemented.
  • Developing tools for qualitative and/or quantitative follow-up.
  • Making a good referral system between MHTs and fixing HFs and tracing referral barriers and finding possible solutions with coordination of the referral focal point and team.
  • Analysis of weekly and monthly data and its follow-up by field level with the HFs.
  • Support Project Manager with programmatic reporting as per NGO requirements.
  • Preparation of cluster and donor reports as per requirements.
  • He/she will work together with nutrition team to have better link between nutrition and health.

 

Objective 3: External representation

Activities/main duties

  • In collaboration with the BPHS (and/or EPHS) PM and DPM in the province, he/she represents PU-AMI towards, ensuring the compliance of PU-AMI health activities with MoPH standards and requirements.
  • He/she attends any sub-health cluster meeting with PPHD at the provincial level, as appropriate
  • With the support of the Field Coordinator, deputy field coordinator, SPO, and PM, he/she ensures PU-AMI is represented in all relevant health-related coordination mechanisms, either by attending him/herself or by ensuring a PU-AMI team member is participating
  • He/she maintains regular contact with other health actors and partners, to ensure best practices and standards are applied

Objective 4: assessment and proposal writing.

Activities/main duties

  • He/she plays an active role in proposal writing based on mission needs
  • He/she shall propose and participate in new assessments and interventions
  • Identify gaps in the health response in the region and implement assessments to confirm the needs.

Objective 5: Quality and standards of medical activities

  • Under Health coordinator’s supervision, he/she ensures that health activities are implemented in accordance to national and international quality standards and recommendations.
  • He/she participates in the approval process and/or definition of the medical protocols, in close cooperation with the Field Coordinator and Medical Department in Kabul
  • He/she ensures with the support of the HMIS/M&E Officer that PU-AMI standard project quality monitoring tools are being used in the field.
  • he/she ensures contributes to the creation of guidelines when necessary for the mission, according to PU-AMI, international and national standards.
  • He/she provides support for the dissemination of the new and or updated guideline and procedures

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

  • – Medical Doctor with 3 years of experience in the management of health programs for NGOs,
  • Good understanding of BPHS and EPHS projects,
  • Good understanding of ECHO, OFDA, CHF and UN-funded projects,
  • Perfect knowledge of MoPH policies,
  • Experience in nutrition programs and pharmacy management is an asset
  • Ability to manage a high workload and meet deadlines on time,
  • Training and capacity-building skills,
  • Good interpersonal skills, motivation for teamwork,
  • Team spirit and positive attitude,
  • Good organizational and analytical skills,
  • Good skills with Word/Excel/Access,
  • Excellent speaking and writing skills in English, (significant reporting in English)
  • Fluent in Pashto and Dari.
