Job Description:

The role of the Grants/Procurement Specialist is (G&P Asst) shall assist the G&P Department personnel and the MSH/AFIAT staff by performing grant and procurement specialist work activities and supporting G&P Department personnel to maintain a transparent, effective, and efficient grant and procurement process for all G&P activities in support of the Grants and procurement officer. Once the purchase order has been completed, the Grants/Procurement will follow up with the vendor to assure delivery and coordinate with the inventory officer to hand over equipment and purchase items. This position is based in the MSH/AFIAT Project Office in Kabul, Afghanistan. This position will report to the Senior Grants/procurement Officer.

Major Activities / Responsibilities:


  • Receives approved Purchase Requisitions (PR) for procurement of goods and services tracker on procurement tracker
  • Become thoroughly familiar with detailed G&P Department systems and procedures for the management of grants and procurement including the preparation of G&P templates.
  • Work and assist the G&P Department personnel to complete the required and requested subcontracts, grants, and purchase orders for the AFIAT/MSH.
  • Assist to file, copying, scanning, label G&P grants, purchase orders, and other related documents as needed, ensuring that all documents are filed in the electronic file folders in compliance according to MSH policies and procedures, and USAID rules and regulations, including Federal Acquisition Regulations (FAR) requirements and ADS 303.
  • Prepare the procurement package and submit it to the Senior Grants and Procurement officer for review and further process.
  • Update the procurement, vetting, and payment tracker and share it with the Senior Grants and Procurement officer on weekly basis.
  • Assist G&P Department personnel to work directly with local and provincial grantees and service providers to obtain Request for Applications (RFA), quotations, and/or initiate In-Kind Grants for requested commodities and services.
  • Assist to facilitate communication and follow-up documentation with vendors during the application phase to guarantee/vendor transparency.
  • Assist to document all communications for related purchases including but not limited to email communication and responses, telephone calls, and in-person meetings as directed by G&P personnel and the Senior Grants and Procurement officer.
  • Ensure that Procurement files are up to date including maintaining the Grants/Procurement folder on the shared drive and regularly update the supervisor of all partial collection of the procured goods.
  • Coordinate with inventory officer to hand over the procured items.



  • Review financial reports and provide feedback as necessary.  Prepare grants payment tracker and update on regular basis.
  • Also performs other duties as requested by the immediate supervisor.

Job Requirements:


Bachelor’s degree in business administration/finance/accounts or related field with at least 4 years post-degree experience.



  • 4 years of professional experience in procurement is required.
  • Excellent working knowledge and experience administering government grants with FAR regulations are essential.
  • Computer literate with e-mail, word processing, and spreadsheet experience.
  • Strong judgment and a commitment to fair and ethical procurement practices.
  • Experience in a USG or donor-funded project required
  • Strong numeric skills and attention to detail and quality Ability to work in a team-oriented environment while maintaining an individual workload
  • Logical and flexible approach to solving problems, especially when working under pressure
  • Monitoring/assessing performance to make improvements or take corrective action

  • Demonstrated intermediate computer skills in Microsoft Office Suite applications
