About DAI/RADP-EAST:
Background:
The Regional Agricultural Development Program – East (RADP-E) is a 5-year USAID funded program designed to address the demand for agricultural goods and services by partnering with the private sector to develop inclusive, growth-oriented apricot, dairy, poultry and tomato value chains in the central and eastern provinces of Ghazni, Kapisa, Laghman, Logar, Nangarhar, Parwan, Wardak, and Kabul. To boost agricultural-led economic growth in targeted provinces and value chains, RADP-E will provide technical services to increase the competitiveness of selected value chains, expand the number of enterprises that can compete and upgrade products and services in selected markets and improve relationships and linkages between those firms and other market participants throughout the value chain.
Job Description:
Purpose
The Grants Officer is responsible for coordinating the activities of, and providing administrative support to, ACEBA Sr. Grants and Subcontracts Implementation Managers and the Sr. Grants Manager to ensure smooth implementation of ACEBA Export Acceleration Fund (EAF) grants and sub-contracts in his/her assigned region. From the point that Agreements are signed through to Agreement completion and final disposition of equipment, he/she will track progress of implementation and will have distinct responsibilities for maintaining databases, obtaining legal documentation and reporting.
Objective and Duties:
Coordinate closely with REA Director, regional Value Chain Managers, Sr. Grants and Subcontracts Implementation Managers and Sr. Grants Manager to support efficient implementation of EAF grants and activities.
Upon approval of applications by USAID, update appropriate entries in TAMIS, change the status from an Application to an Agreement and revise deliverable dates after consulting with the Sr. Grants Manager or her/his designee.
Prepare EAF Agreements for signing by D/COP and partner.
Create Procurement Requisitions on TAMIS and confirm Final Equipment Specifications with Sr. Grants and Subcontracts Implementation Managers. Once all approved, inform Procurement Team to commence procurement process.
Inform Capacity Building and Placement Manager if any training, events, or technical assistance is required.
Ensure vetting eligibility and licenses are current for all partners, request re-vetting when it expires and request updated licenses, when required.
Compile Monthly Partner Progress Reports from Sr. Grants and Subcontracts Implementation Managers.
Monitor TAMIS for deliverable deadlines, license dates, vetting eligibility dates, and other fields, for missing or outdated information.
Electronically file relevant documentation according to respective EAF agreements – proof of deliverables, modification requests, quotations, etc. – so that it is always audit-ready.
Liaise regularly with EAF partners, keeping them informed of progress with procurement activities, address concerns or questions raised – ensure they remain satisfied with ACEBA and the process of implementation.

Job Requirements:
Qualifications
Bachelor’s degree in Business Administration or related field.
At least 4 years of relevant experience.
Experience of grant and/or project management with an international organization. Experience with USAID grant management preferred.
Good computer, math, and writing skills.
Ability to take responsibility and work without significant supervision.
Proficiency using Microsoft office suite, and other relevant software.
Excellent communications and teamwork skills with the ability to relate to people at all levels of the organization and of different multi-cultural backgrounds.
Fluency in English is required; Dari and/or Pashto preferred
Reporting:
The position reports to the REA Director and technically to Sr. Grants Manager.
