About World Vision International:

World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership.

WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.”

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Description:

JOB PURPOSE

 

The Food Security and Livelihood (FSL) Officer is responsible for the daily technical planning, implementation, supervision, monitoring, and reporting of FSL activities (Cash Transfers and Income generation activities) under  Unicef funded Protection Project, and for ensuring proper coordination with stake holders. S/he will be responsible for timeously implementation and reporting of cash assistance activities in the respective targeting areas of the project.

The FSL officer will liaise closely with FSL Technical Coordinator of WVA for technical backstopping support throughout the project period. The incumbent will be responsible for providing supervision to Community Based Facilitators/CBFs. H/She performs under the leadership of Project Manager and guidance of Zonal Manager.

 

MAJOR RESPONSIBILITES

Technical Support and Guidance 

  • Lead in Cash for protection and IGA  beneficiary selection, beneficiary verification and beneficiary registration with MEAL unit and project manager
  • Provide relevant technical guidance on Cash for Protection /Income generation activities , including  leading  participatory community livelihoods assessments and supporting beneficiaries develop viable business plans for IGAs
  • Engaging and building strong relationships with community members, analyzing data collected to identify Income generation opportunities, support targeted beneficiaries prepare simple business plans
  • Prepare cash assistance plans, take the necessary approvals from various units including project manager, security manager and zone manager
  • Facilitate trainings /orientation on Savings for Transformation (S4T) and organise beneficiaries of business start up capitals/grants to initiate viable Income Generation activities (IGAs) for self reliance
  • Participate in Cash Voucher Assistance feasibility and Delivery mechanisms Assessments
  • Participate in Markets Assessment and monthly price monitoring
  • Participate in review. update and development of CVA standard operating Procedures (SoPs) and ensure New Project staff are inducted and oriented on the use of SoP
  • Participate in Cash Voucher Assistance baselines surveys and vulnerability assessment with MEAL unit to identify the vulnerable households for cash assistance.
  • Coordinate closely with the project manager to ensure timely implementation of the project activities and get readiness for timely distribution of cash for the target communities.
  • Ensure that all cash distribution process and activities are in line with WVA endorsed SOPs and procedures.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the implementation of the project.
  • Support WVA HIRO in receiving and inputting the beneficiary data into the LMMS, issuing beneficiary ration cards, generating BDLs and reports.
  •  Document field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy.

Stakeholder coordination

  • Travel regularly to all project sites to ensure proper implementation and quality of project activities
  • Prepare cash distribution plan-based completion percentage of the work.
  • Conducting coordination meeting with community elders and line departments on cash distribution activities.
  • Conduct regular meeting with local whole seller and retailers.
  • Conduct market linkage between Community and local Provincial and zonal market.
  •  Maintain excellent working relations with project stakeholder, partners and other contractors.

Data collection and reporting

  • Regular field visit, monitor, document and report work progress to to the FSL Project Manager on daily and weekly basis.
  • Participate in preparation of project reports as per WVA and donor guideline

Administrative tasks in relevant to project activities:

  • Logistical planning of distributions and other field activities (procurement, transport, cash advance etc.
  • Provide the project manager and monitoring team with relevant information for project reports and surveys;
  • Compile data collected from assessment and surveys with close coordination of the MEAL department for reporting purposes;
  • Arrange all necessary logistics for activities of projects including workshops and trainings;

Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan

Job Requirements:

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience  

  • At least 3 years of experience in the food security and /or livelihoods sector

Required Education, training, license, registration, and certification   

  • Bachelor degree in Business Administration, Humanities, Agriculture, Natural Resources Management or any other related field

Preferred Knowledge and Qualifications

  • Experience in implementing and managing Food Security and /or Livelihoods projects in Afghanistan particularly Western Afghanistan
  • Demonstrated proven experience in project management, monitoring and evaluation working in international or local NGOs in the field of Food Security and/or Livelihoods
  • Ability to draft good quality short reports in English
  • Positive attitude, excellent communication skills, and excellent team worker
  • Demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Demonstrate openness and willingness to learn about the application of gender/gender mainstreaming, equal’s rights, and diversity for all aspects of development and humanitarian work.
  • Experience in  working with small scale farmers and conducting farmer trainings
  • Experience in working closely with local partner organisations and stakeholders throughout a programme cycle
  • Knowledge on Climate change and impacts on livelihoods/Agriculture sector
  • Experience in private sector engagement and market linkages

Travel and/or Work Environment Requirement:

Herat to be moving to project locations

Language Requirements:

Familiar with English

Fluent in Dari or  Pashto national languages
