About Action Against Hunger:

Action Against Hunger (AAH) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.

Job Description:

Missions 1: Support AAH Afghanistan mission by daily security management to ensure staff safety:

  • Briefing and debriefing team/s on security matters and making them to understand well.
  • Provide input to the design of each project in coordination with HAS DHoD & HOD.
  • Providing support to the HAS officers of the provinces if needed
  • Provide advice and recommendations for the team
  • Collaborative and identify risks with staff and ensure appropriate mitigation measures are in place.
  • Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood
  • Carry out security assessments of new facilities to ensure a standard level of facilities protection

 

Mission 2: Ensure the implementation (and revision, if necessary) of the AAH Access Strategy of  areas of intervention, supporting the delivery of the identified strategic priorities.

  • Providing weekly/bi-weekly reports
  • Supporting the HAS department by updating the SOPs of the bases
  • Working with HAS DHOD & HOD on Humanitarian access and security
  • Lead or provide strategic and operational advice and guidance, to the AAH teams relation to access negotiations across Afghanistan
  • Provide input to the AAH humanitarian access strategy , in and support developing area specific access strategies with  coordination of HAS department

 

Mission 3: Collect, analyze and convey information about the political and security situation as well as context changes.

  • Collecting and recording information related to security and context changes
  • Provide in depth contextual analysis to the team
  • Produce overall analysis/relevant data and conduct assessments in a systemic way, based on discussions with the Field team and Coordination team.
  • Develop and update AAH access maps, which includes field-based and updated understanding of the political, social, security and humanitarian situation.
  • Develop and update AAH stakeholder map per provinces and maintenance of an effective network, with local input, on contextual and security matters Regularly visit the areas of intervention Participate in security meetings with different parties and organize meetings. Convey every necessary piece of information and analysis to the HAS HoD & DHOD. Produce reporting on contextual and security changes

 

Mission 4: Evaluate and monitor the risks.

  • Identify and mitigate the risks related to the mission and keep this updated with HAS department
  • Monitor and follow up on the implementation of mitigation measures / procedures managing security incidents on base level with support from HAS HoD & DHOD  and including ensuring  incident reports are submitted to HAS in charge. Following a security incident, monitor and implement the actions decided

 

Mission 5: Expand and maintain AAH’s network of relevant contacts inside Afghanistan.

  • Supporting the effective implementation of a context-sensitive humanitarian communication and access project in collaboration with other humanitarian NGOs in Afghanistan.
  • Promote learning and sharing of best practices in obtaining humanitarian access amongst national and international humanitarian community
  • Develop AAH network among the different stakeholders and keep it up to date
  • Organize regular field trip to other targeted in terms of needs, to the other provinces, where AAH has activities to expand AAH network in Afghanistan.Build strong professional relationships with UN agencies, local authorities, other NGO’s (local and international), and all relevant stakeholders
  • Keep updated the contact list from all relevant persons/parties under flying areas of interventions

Job Requirements:

Level of Studies: Bachelors

Experience

  • Minimum 5 years of experience in security or more and access sector in the international humanitarian field in Afghanistan

Required skills:

  • Excellent in maintaining relationships with relevant authorities and community elders, government, local actors, and AOG.
  • Excellent in networking with stakeholders Good reporting skills and building a good relation with key actors.
  • Ability to negotiate with different stakeholders and armed groups, and with good context analysis
  • Humility in the face of challenging contexts, and analyzing and monitoring the context of the operational areas.
  • Demonstrated willingness to learn and constantly develop professional skills and reporting.
  •  Building communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Sensitivity to cultural differences and the ability to work with a wide variety of colleagues of various backgrounds
  • Good knowledge of the historical context of the country,
  • Providing good quality security assessment reports to the mission and supporting the flying teams
  • Travelling to the new areas by conducting security risk assessment and as well as traveling to the bases in case of need and supporting the AAH bases.
  • Make sure to support the HAS DHOD in the reports in the operational areas or in the new intervention areas
  • Providing briefing for the newly hired people, including expats, local/national staff
  • Ability and willingness to travel to field offices at short notice and in sometimes-difficult circumstances, and to conduct HAS assessment.
  • Strong Commitment  to the Humanitarian principles

Language Requirements: Fluency in written and spoken Dari, Pashtu and English.

Computer skills: Word, Excel, Power Point, outlook/typing and presentation skills
