About Afghanistan Institute for Civil Society (AICS):

Civil society has long been a key factor in addressing a full range of issues in the social, cultural, religious, humanitarian, and political life of Afghanistan. With the focus on the transition to Afghan leadership, civil society, particularly local and national non-governmental organizations (NGOs), have the potential to play an important and complementary role in Afghanistan in the delivery of the government’s priority programs, in supporting improved governance, in connecting the wider Afghan population to the state, and in advocating for the vulnerable and excluded.

NGOs in Afghanistan face challenges, including financial and capacity gaps and a public trust deficit, in their endeavors to play such a role effectively. The government, the international community, and civil society have been considering methods by which to support NGOs to address these challenges and realize their potential, dating back to discussions at the Conference on Enabling Environment for Effective Private Sector Contribution to Development in Afghanistan in June 2007. One of the outcomes of these considerations was the formation of a working group, with representation from international and national NGOs, key national NGO networks, and civil society professionals, to establish an organization that will enable NGOs to address these challenges.

The Afghanistan Institute for Civil Society (AICS) objectives are:

  1. To raise the credibility of the civil society sector by certifying local NGOs using locally defined and internationally recognized standards.
  2. To systemize capacity-building efforts by coordinating initiatives using measurable performance indicators.
  3. To strengthen the role of civil society in Afghanistan’s development through policy dialogue and active engagement with the government, donors, and the broader development sector.
  4. To provide a channel for resources for civil society by strengthening philanthropic and corporate social responsibility efforts.

Job Description:

Under the Spotlight Initiative Country Programme for Afghanistan by UN-Women Afghanistan Institute for Civil Society (AICS) and Agha Khan Foundation (AKF) will implement grant-making work for women’s rights, women-led organizations including small and grassroots Grassroot women-led CSOs in Afghanistan – through the provision of programming grants and capacity development support.

The Finance Officer / Accountant under the direct supervision of the Finance Manager will be responsible for preparing financial statements, preparing donor & organization financial reports, maintaining cash and cash controls, making the entries in Quickbook, processing the payroll, and maintaining accounts payable and receivable, on time process of MOF tax, annual tax return clearances and submission of MoEc reports. The Finance Officer / Accountant must work within the AICS policies and procedures and be in compliance with donor regulations.

  • Improve and maintain financial management policies, systems, structures, and procedures.
  • Responsible for preparing and submission of financial reports to donor agencies, AICS management, MoF, and MoEc with quality and on time.
  • Make entries for all the transactions in the computerized accounting system (Quickbook) and ensure that all the transactions are properly recorded as per the international accounting standards (IAS), supported and documented before processing for payment.
  • Make sure that the budget lines in all transactions are booked to the approved budget lines.
  • Process suppliers’ invoices and make sure suppliers are paid in a timely manner.
  • Manage petty cash funds, maintain petty cash journal, disburse funds for petty cash expenses, make petty cash payments in a timely manner and in consideration of AICS procedures, and reconcile petty cash expenses and advances on a daily and monthly basis.
  • Review expense reports by ensuring that the information presented in the expense report accurately represents the expenses incurred and are reasonable project-related expenses and process for payment.
  • Process the staff monthly payroll in a timely manner
  • Deposit in Government Treasury taxes and keep the track of records of both soft and hard
  • Prepare and submit annual tax return documents for the organization and insure to submit to MOF on time at the end of each physical year and acquire the MoF annual tax returns clearance letter
  • Reconcile bank accounts on a daily, weekly, and monthly basis and prepare bank reconciliation documents at the end of each month with supporting documents of the system (QB) and other forms.
  • Review the inventory tracker to insure that all purchased equipment added into the system is entered into the inventory tracker and is physically in place
  • Responsible for maintaining a proper filing system. This includes sorting, sequencing, and making sure that proper supporting documents are attached.
  • Maintain a proper tracking system of vouchers in and out
  • Provide extensive support during internal and external audits
  • Responsible for submission of MoEc reports both in the system and in hard.
  • Coordinate and support department heads on budgetary purposes on behalf of the Finance department when needed.
  • Assist in the preparation of different financial reports for the line manager, management, donors, and for Afghan tax authorities.
  • Perform any other appropriate tasks that support the overall project, as assigned by the supervisor or his/her designee.
  • Attend various meetings on behalf of the Finance department if needed after the line manager’s approval
  • Ensure that all vouchers and receipts are accurately filed, stamped & recorded in books/systems.

Job Requirements:

  • Bachelor’s degree in Business Administration, Economics, Finance or accounting, ACCA at least upto  (Paper7) or Master’s degree would be highly preferable in the same field.
  • Excellent knowledge and practical experience with Quickbook financials software.
  • Excellent knowledge of UN financial compliances, regulation, and reporting and practical working experience with UN-funded projects.
  • Strong computer spreadsheet/word processing skills
  • Understanding of IAS (International Accounting standards & GAAP (General Accepted Accounting Standards)
  • Be able to work under pressure with a tight deadline
  • Be flexible in travel within and outside the country for handling the financial matter of the organization when needed.
  • Good Understanding of USAID, UN, World Bank, INGOs, and other donors’ financial compliance, rules, and regulations
  • Excellent oral and written communication skills in English and Pashto/Dari
  • Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.
  • At least 6-7 years of work experience in the field of finance as an officer or accountant with national and international organizations especially.
  • Practical  working experience in carrying and submission of MoF taxes, MoEC, and other local government agencies reporting.
