About Enabled Children Initiative:

The Enabled Children Initiative (ECI) is an independent charity organization in the United Kingdom, and as a 501(c)(3) in the USA with a charity branch in Afghanistan (number 465). ECI supports children with disabilities in Afghanistan. ECI supports children in Afghanistan with disabilities through residential, educational and income generation support for families.

Job Description:

The Finance Officer will work under the supervision of the ECI Country Director and be responsible for coordination of all financial matters, including record-keeping and financial reporting, in support of program delivery in the Afghanistan Office. Responsibilities include:

Ensure that all financial transactions, records and reporting are maintained in accordance with standard accounting practices;

Keep accurate records for all daily transactions Prepare balance sheets
Process invoices
Record accounts payable and accounts receivable Update internal systems with financial data
Prepare monthly, quarterly and annual financial reports Help facilitate financial audits

Assist with budget preparation

Review and implement financial policies
Maintain the filing system and file all support documents for country office finances;

Monitor funds, ensuring that up to date records of expenditures are kept and that they comply with budget allocations and donor requirements

Operate and maintain the ECI Afghanistan bank accounts and obtain balances on all ac- counts and prepare bank reconciliations on a periodical basis;

Prepare disbursement vouchers for all payments relating to ECI expenses;

Ensure that the bank book and cash book are updated and records entered on a timely manner;

Administer payroll of ECI Afghanistan staff, including payroll calculation, tax withhold- ing preparation of vouchers, and disbursement and preparation of the authorized spread- sheet;

Provide assistance to the Country Director and other senior leadership on budget monitor- ing and forecasting;

Coordinate and provide financial monitoring to local partners in Afghanistan; Providing training on sound financial management to program leadership; Other tasks as may be assigned from time to time.

Job Requirements:

The candidate should have the following:

At least 3 years of experience in Finance management and accounting, preferably within an international organization;

Advanced Computer skills (Excel, Word, Database) Proficient in Quickbooks

Knowledge of bookkeeping, internal controls and finance operations within international donor funded organizations

Excellent written and verbal communication skills

Self-motivated with strong organization skills

Ability to take initiative to prioritize and manage tasks, ability to work as a team member of a cohesive organizational team

Interpersonal skills, including ability to listen to and respect other team members views, work collaboratively and supportively

Ability to work effectively in a fast-paced environment
Proven ability to prioritize and plan effectively, and solve problems.

Familiarity with Afghan Tax Law (recommended)
