Action Against Hunger (AAH) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.

Job Description:


Responsible for implementation, coordination and technical support of all aspects of Emergency Response Mechanism (ERM) in Daikundi province of  Afghanistan.


Mission 1: Ensure context analysis to contribute on the deliberation of strategy and positioning of emergency response mechanism

  • Undertake systematic and thorough analysis of the humanitarian situation in geographic area through rapid assessment, market survey and household interviews.
  • Take notice of the sectorial orientations of national strategy and understand the implications for his field of activity
  • Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working.


Mission 2: Program Implementation,  management and coordination

  • Responsible for the planning, implementing, and supervision of all ERM activities
  • Provide guidance, advice and technical support to the program teams so that emergency interventions are always justified and based on sound needs assessment and gap analysis.
  • Lead the joint assessment in identifying humanitarian needs in collaboration with partners ( NGOs, UN Agencies and ANDMA and DoRR )
  • Analyse the results of need assessments and submit the assessment report in specific formats.
  • Ensure that Action Against Hunger methodologies, HEAT assessment tools and common rationale for targeting and integrated responses are followed.
  • Contribute to proposals for intervention (Context analysis, logical framework, budget, time scales and logistics) in collaboration with the departments concerned
  • Monitor implementation of activities, conduct regular supportive visits to the project site and provide on the job training/support to the staff in the field
  • Identify and anticipate problems or constraints during the project implementation and propose solutions or improvements for better performance
  • Respect Action Against Hunger (AAH) charter and perform any other related duties as required


Mission 3: Humane Resource, capacity building of the team, Supervise Logistics and budget management    

  • Determine staffing needs and carry out recruitment process as per established HR policies.
  • Ensure that performance appraisals for all staff are done in a timeline manner, in line with AAH performance management policy
  • Identify training needs of the ERM staff, prepare and facilitate/ execute the trainings
  • Mange and supervise project staffs to motivate and build team sprite and maximize their contribution to the project
  • In collaboration with Admin/Finance manager, ensure that program budgets are respected, procedures are followed.
  • In collaboration with Admin/Finance manager and Logistics manger, consolidate budget & procurement procedures.
  • Prepare monthly financial projections and forecast and share with the base admin/log
  • Manage ERM, budgets, control and track expenditures on a monthly basis and monitor remaining budget through the use of the Budget Follow-Up
  • and report to base admin/logistics manager.
  • Prepare the Procurement Plan in collaboration with the Logistics department
  • Anticipate and raise all procurement requests related to the project activities
  • Coordinate with the Logistics department to follow-up on the deliveries of requested items
  • Ensure donor’s guidelines are respected in regards to items procurements
  • Highlight issues with budget with Flying Field Coordinator and Finance department
  • Ensuring all sub-ordinates well informed about COVID19 status and its spread in target community on daily basis.
  • Facilitate training for project team with support of HoD and emergency expert the project components and methodology that will applied in project implementation.
  • Evaluate regularly the qualifications, qualities and motivation of the team.
  • Provide update HR Follow up tools and share with Field coordinator/ Field manager and HR department on weekly basis
  • Prepare the distribution plan in collaboration with the relevant departments.


Objective 4: MEAL and Ensure and respect security rules:

  • Coordinate with Monitoring, Evaluation, Accountability and Learning (MEAL) department to develop and finalize project monitoring plan and support the team for the orientation on the kobo system using.
  • Ensure that M&E procedures for emergency response are adapted, understood and followed.
  • Follow the project indicators and monitor the facilities (execution delays, quality of the facilities…) with AAH tools
  • Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
  • Support the MEAL department to ensure that all beneficiaries’ complaints are addressed
  • Integrate MEAL recommendations into project implementation
  • Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshop
  • Coordinate with the MEAL department and the feedback mechanism
  • Check the quality of databases of beneficiaries that registered from the field by kobo system
  • Ensure all staffs are aware and abide by security and safety guidelines of Action Against Hunger.
  • Share the movement plan with security manager on weekly basis and Respect security movement plan
  • Ensure that security procedures and guidelines are followed
  • Inform project staff about any security incident happened in the targeted area
  • Inform his/her line manager about any security incident in a timely manner
  • Follow up with the HAS department, Field coordinator and field manger regarding security in the area of implementation and safety movement of the team


Mission 5: Represent AAH in internal/external coordination with local authorities and partners

  • Represent AAH at internal and external forums/ networks; establishing and maintaining contact with a range of organizations and individuals who can support the programme in the provincial level.
  • Work closely with project team, partners and relevant government departments (ANDMA, DoRR) to ensure appropriate feedback mechanisms are incorporated into project implementation structures
  • Participate in cluster level meetings in regional and provincial level to ensure AAH participation in surveys and assessments


Mission 6: Reporting and documentation

  • Develop Activity Progress Report (APR) tool and ensure validation by Technical Heads of Department and Flying Field Manager/Flying field Coordinator.
  • Provide a monthly narrative and quantitative update of project activities through the APRs
  • Share weekly updated Sit-Rep with Flying Field Coordinator/Flying Field Manager
  • Draft donor reports and share with Flying Field Manager and technical department in a timely manner
  • Ensure that all reports are prepared following donor’s guidelines, and respecting donor’s deadlines
  • Draft project success stories and case studies for donor and AAH.
  • Ensure that all photos are having consent forms with BNFs authorization.
  • Follow proper documentation for all type of documents of the project.
  • Submit the request for cash distribution according the planned caseload and distribution
  • Submit weekly reports concerning, materials purchase, delivery, stock management.

Job Requirements:


  • Bachelor`s degree in social science, disaster management, development studies, agriculture or related filed from reputed university
  • A minimum of 3 years of experiences in mid-level management position with an international NGOs,
  • At least one year working experience in ERM programs implementation with NGOs in Afghanistan is required .
  • Good knowledge of humanitarian standards and principles including international and national humanitarian laws and policies.
  • Good organization, planning and reporting skills
  •  good level of sill in emergency need assessment
  • Autonomous
  • Good team management and positive attitude
  • Fluent English in speaking and writing
  • Good computer skill
