Summary of Key Functions
Under the supervision of the Education Project Manager, The Education Project Senior Technical Officer (EPST) is responsible to provide support to all project implementation activities in the project geographical areas. The EPST will support the project team to achieve high quality programming. The incumbent closely works with Project Manager and in consultation with the PM she/he assists in developing annual, quarterly and monthly project Plan of Actions of their location in accordance with requirements stipulated in the project documents. Education Project Senior Technical Officer assists Project Manager in developing timely and high quality bi-weekly, project progress and completion reports that meet donor and CARE Education program requirements. The incumbent contributes to documenting best practice and lessons learnt from the implementation of the education project activities. She/he acts as a project focal point and works closely with Country Office procurement team to ensure timely procurement and distribution of teaching and learning materials and other school materials and equipment to project beneficiaries. In addition, the incumbent provides support to Project Manager for Organizing and carrying out quarterly project review meeting and documentation with the whole project staff.
Ensure coordination of project activities with provincial project team.
Establish and maintain strong working relationship with Country Office Procurement, Admin, PQD&L and Grant team.
Coordinate with CO Procurement and Grant team to procure supplies and facilitate prompt delivery and payment of vendor.
Kabul main office (with 40 percent of time to be allocated/spent on project site and field monitoring visits)
Key Results Expected
Under supervision of Project Manager, support Implementation of project activities outlined in the detailed implementation plan.
Support Project Manager ensure timely Preparation of quality Project status reports, quarterly performance indicators tracking table as well as other reports needed /required by government (Ministry of Education and Ministry of Economy) and donors.
Assist Project Manager in developing project budget estimation and projection.
Work closely with Education Program Senior Child Protection and Safeguarding Officer to ensure child protection policy and code of conduct are being followed and promote appropriate safety mechanisms across all CBE classes under this project.
Actively participate in the design and implementation of new initiatives that would improve the current project.
Support Project Manager in concept and proposal development as necessary.
Take part in regular team and staff meetings.
Support cross program learning through regular meetings/discussions with other education project staff within CO Education Program portfolio.
Ensure proper filing of project documents.
Work closely with project team to identify and resolve problems that cause delivery and inform program management on timely manner.
Assist and support Project Manager in development procurement plan to ensure timely delivery of goods/services and project needed equipment or materials.
Work with Project Supervisor and other field staff and ensuring they receive all essential support from Kabul management team.
In consultation with Project Manager, work with project field teams on the identification and selection of target communities and locations of CBE classes.
Support Country Office MEAL team with the assessments, researches and evaluations.
Support ongoing Monitoring, Evaluations, Accountability and Learning (MEAL) activities, in accordance of the project’s MEAL plans with a particular emphasis on documenting success, challenge, lessons learned and opportunities.
With the support of the CO PQDL team, contribute to conducted baseline, midline and end line studies, CBE classes assessments, and other studies that the project that might undertake in the course of the project life.
In close consultation with Country Office PQDL lead and M&E Manager assist the Education Project Manager with the planning and developing of project Monitoring & Evaluation plans.
Conduct regular project site visits to ensure beneficiaries are consulted and their views are taken into account during all stages of project implementation.

Skills and Experience:
Training, Facilitation, Educational Management, Reporting, and Computer Office package Skills, Good command of written and spoken English, Pashto and Dari.
University graduate degree in education or Business Administration and Management.
At least 4 years proven experience in education program implementation in INGOs or UN agencies.
Good understanding of the issues relating to education sector in Afghanistan context.
Experience in teaching or training.
Experience of CBE training programs.
Fluency in written and spoken English, Dari and Pashto languages.
