We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers.

Job Description:

Save the Children is a Grant Agent for the Education Cannot Wait (ECW) Pool Fund in Afghanistan with overall responsibility for the delivery of the ECW funding through partners in the country. A second fund, through the Global Partnership for Education’s (GPE) portfolio, is anticipated in early 2023 as a complement to the activities undertaken in ECW.

In this role the Education Manager will provide leadership and overall budget and program management to the Save the Children Afghanistan’s work plan in the two grants. S/he, and will oversee project life cycle management, reporting and coordination of activities undertaken to in education and as needed support the partners in the sub award processes.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Consortium Director (GPE) or Consortium Senior Manager (ECW)

Staff reporting to this post: Education Coordinators

Budget Responsibilities: Yes

Role Dimensions: MEAL, HR, Supply Chain, Programme Operations, Finance and PDQA.

Coordination and representation

      • Remain updated and engaged with the Consortium, including challenges, needs and opportunities.
      • Co-lead with ECW PMU the quarterly review for the ECW steering committee, as well as relevant GPE bodies to be developed;
      • Ensuring appropriate communication and liaison with the second Grant Agent, UNICEF, in respect of project implementation via the Consortium leadership and governance.
      • Co-lead the mid-term and periodic reviews of the ECW and GPE programmes.

Program Implementation and Monitoring

  • Provide strong leadership, vision, and direction to project staff to ensure the delivery of projects targets.
  • Take decisions where required to implement project in highly fluid environments
  • Ensure that effective monitoring and performance management systems are in place for achieving prior agreed program activity targets, budget allocations, and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements.
  • Maintain efficient and effective operating systems that are compliant with all Save the Children standards, including safety and security management and child safeguarding
  • Lead the preparation, review, and regular revision of the detailed implementation plan, considering agreed milestones, log frame, and budget.
  • Set and review monthly targets and weekly work plans for projects staff to ensure that the DIP’s are delivered.
  • Monitor projects progress through field visits and meetings with projects staff, communities, the local and provincial government, and other key stakeholders.
  • Lead on revisions of core implementation documents (milestones, log frame, procurement plan, budget, DIP)
  • Strongly ensure that internal controls in the fields of Finance, community-based staff recruitment, selection of children and Community BASED education classes are satisfactory, and that fraud, corruption, nepotism, and diversion is minimized

Technical Capacity:

  • Ensure quality implementation of projects components with a focus on inclusiveness (community-based education, teachers learning circles), budget development, budget management and policies
  • Identify needs for inclusive education, including equipment for children and adults with disability
  • High-level understanding of community-based education, special education, school improvement plans, Child protection, and community mobilization guidelines

Budget Management:

  • Ensure the effective and donor-compliant management of the project’s budgets through close collaboration with Awards, Finance and Supply Chain.
  • Identify potential variances of expenses versus budget, and recommend appropriate adjustments at award implementation review meetings
  • Reporting and Documentation:
  • Generate Donor narrative and financial reports, the submission of budget revisions, and other donor-required documentation on time.
  • Ensure that key project documentation is archived at provincial and field level, field staff aware of what needs to be kept and recorded.

Human Resource Management:

  • Ensure that the projects are appropriately staffed with diverse experienced employees.
  • Ensure that all direct reports have updated job descriptions, work plans, objectives, development goals, and clear lines of communication and reporting.
  • Support the capacity building of staff in report writing; budget tracking and utilization; indicator tracking; supervision, and implementation of detailed implementation plans

Budget Responsibilities: 4 million USD per year

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Travel: 15% of time travel required to provinces to meet with implementing partners and relevant WGs

Job Requirements:

QUALIFICATIONS

Minimum of 5 years of sector coordination and/or award management experience an NGO on corporate environment, including significant representation and donor engagement experience.

Essential:

  • Robust experience of humanitarian, development and emergency program cycle management, and with experience of working within a complex and matrix organisation structure
  • Exemplary partnership development and management skills, including in fostering strong collaboration and learning between partners;
  • Experience in the design, implementation and reporting on education in emergency (EiE) programmes;
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors, including the UN and World Bank;
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken and English
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

  • Experience in fund management/grant-making within similar pooled fund structures.
  • Deep understanding of the education sector and needs in the Afghanistan context from previous program roles.
  • Previous experience of working with consortium modalities.
