SCA Background:

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programs concerning Health, Education, Rural Livelihoods, and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with a particular focus on women, girls, boys, and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

District Manager is part of the project management team and works directly under the supervision of Rural Development Project Manager and in close coordination with RDP Senior Officer and officers. Supervising the work of Market linkage officers, District trainers, local facilitators, and district staff at the district level, she/he works in an efficient and transparent manner to achieve the overall goals of the project through the community development councils (CDCs) and other community-based organizations. District Manager is leading the district team and is overall responsible for the implementation of project activities at the respective district. District Manager will be based in District Office and build good relationships with influential bodies and key stakeholders, including District Development Assembly (DDA) and District Governor Office (DGO) to ensure smooth and on-time implementation of project activities as per plan considering the organization policies and guidelines.

Job Description:

Main Responsibilities:

  • Responsible for all rural development activities in the field and implementation of the project at the district level with close coordination with project stakeholders and target groups.
  • Overall responsible for district office operation, staff management, and other outstanding issues at the district level.
  • To monitor and supervise local facilitators, vocational trainers, and district-level staff on a day-to-day basis at the district level through field visits.
  • To ensure good working relations with members of the concerned villages.
  • To assist the local facilitators & district team in planning and overseeing the implementation of projects activities at the community level.
  • To promote and initiate meetings between CDCs, business associations, government agencies, INGOs, and other actors at the district level.
  • Cope with the local problems and always propose options for conflicts and local tensions for proper solutions.
  • To ensure local facilitators conduct relevant training to the community members with a special focus on female and people with disabilities inclusion in the training and other project activities.
  • To give extra attention and promotion to female participation and training, both regarding staff and at CDC/business association level together with the RDP senior officers, develop the action plans for all staff of the district teams and ensure team spirit and good cooperation between the different units of the project.
  • To actively evaluate the security situation at the district level and implement strong adherence by staff on security regulations and precautions.
  • Keep proper and updated records of all district-level activities, and filling systems.
  • Prepared annual capacity building plan for local facilitators & district team.
  • Proper tracking/updating of the output matrix on quarter base.
  • Improve community governance and rural livelihood through designed and planned activities at the district level.
  • Assist project activities in the selection of target groups and supervise data collection.
  • Ensure that proper community development practices and “Do No Harm”.
  • Practices are incorporated and upheld throughout the planning and implementation of the project.
  • Provide standard quarterly reports, reflect case studies and data from the field
  • Any other relevant task by line supervisor.

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s degree from a recognized university in agriculture, BBA, public administration, Management, law, or political science with related professional fields.
  • At least 4-6 years of work experience in a similar position with a well-known INGO or UN agency.
  • Documented familiarity of community development projects (Livelihood, Loan management, disaster risk reduction, WASH & community governance) at the grass-root level with community participation.
  • Computer skill at operator level, especially with MS Office packages.
  • To be innovative, creative and have the ability to deal with different models for service delivery with a special focus on community participation strategies.
  • To have an excellent command of English, Pashto, and Dari (spoken & written).
  • To have good supervisory, monitoring, analytical, and trouble shooting skills.
  • Good computer skills in MS Word, Excel, and the Internet.
  • Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational backgrounds.
  • Sound communication skills, to be honest, well mannered.
  • Familiarity with the region where SCA operates.
  • Ready to work, live and travel in an intricate and strenuous environment.
  • To be an Afghan citizen.
