Job Summary:

To provide support to WHO Country Office in Afghanistan in communications, outreach, external relations, media engagement and to improve the visibility of WHO across national authorities, partner organizations, UN agencies, donor community and the general public for enhanced programme delivery and outreach.

Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):

Over the past months, WHO Afghanistan has been delivering health programs for the people of Afghanistan and working closely with partners and donors to reach the most vulnerable and those who have limited access to health services.

WHO Afghanistan is committed to fully leverage the power of communication as a tool for promoting health and informing the public about life-saving measures to protect themselves and their communities from health threats. It is also imperative for WHO to proactively communicate about its work to the public, donors and stakeholders using various innovative communication platforms including the media and enhance the profile of the Organization to the Afghan communities.

With this in view, WHO Afghanistan is recruiting a National Communications Officer.

Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):

The incumbent will work under the direct supervision of the Head of the Communications of WHO Afghanistan. S/he will work closely with the other members of the Communications Team, as well as other relevant technical units at WHO and counterparts as well as WHO HQ and regional offices.

Duties & Responsibilities:

Under the direct supervision of the Head of Communications and working closely with other colleagues in the WHO country office, the incumbent will perform the following duties:

 Write field stories and official documents and reports (including newsletters, web articles, fact sheets, program updates, speeches for senior personnel, bulletins, brochures) and perform any needed translation into Dari and Pashto

 Liaise with media organizations and organize press briefings and media visits, conduct trainings and briefing sessions for journalists, write and translate press releases and other communication materials into Dari and Pashto as well as respond to any media enquiries

 Develop content for social media in English, Dari and Pashto (Facebook/Twitter)

 Organize events, trainings and workshops

 Visit WHO project sites to facilitate photography and collect material for human interest stories and articles as well as managing storage of photographs.

 Handle the development of multimedia projects

 Develop/update the WHO website by drafting web articles

 Manage and develop content for the social media platforms

 Provide general administrative support, such as scheduling, taking notes, and project tracking

Job Requirement:

Education required:

• Essential: University degree in communications, journalism, social sciences, public relations, public health or related field from a recognized university.

• Desirable: Advanced training demonstrated in journalism, social sciences, mass communication, communications, public relations, media communication public health or related fields.

Experience required:

• Essential: Minimum of three (3) years of experience in communications, outreach, external relations, public relations, mass communications, media engagement in a reputable organization

• Desirable: Experience in WHO or UN agencies, or organizations and NGOs, preferably on health-related issues. Work experience or knowledge of policy development with the government an asset.

Functional skills and knowledge:

• Excellent writing and editing skills in English, Dari and Pashto and develop compelling stories on public health issues, and highlight health needs in a strategic manner;

 Strong experience and links in working with the media

 Knowledge and understanding of organizational use of social media and photography skills;

 Good organizational skills with good understanding of health issues;

 Demonstrated ability to work in teams with capacity to work under pressure and a high degree of independence);

• Ability to communicate effectively to facilitate positive changes and strategic partnerships with government officials, UN agencies, development partners, private sectors, nongovernmental organizations;

• Ability to establish harmonious working relationships as part of a team and with other teams within the Organization; and

• Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Language requirements:

• Written and spoken fluency in English, Pashto and Dari is essential.

IT Skills:

– Proficiency in MS Office and knowledge of Powerpoint is essential.

– Knowledge of PhotoShop, Illustrator and InDesign desirable.

Criteria

 Screening of the candidates;

 Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).

 Short List – Further shortlist shall be done base on years of relevant experience, higher education and required skills.

 Assessment method:

 WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
