Job Description:

JOB PURPOSE

Under the direct supervision of the EiE Project Manager, the Child Protection Officer will be responsible for the supervision and implementation of all child protection activities targeting children and caregivers in the selected communities/locations within Sar-e-Pul Province.

He/she will be in charge of coordinating key child protection services such as psychosocial support activities, life skills training for adolescents, parenting skills training for caregivers, community engagement, and establishing/strengthening an existing community-based child protection structure as well as building service provider capacity.

MAJOR RESPONSIBILITES

Implementation of Project Activities

  • Conduct consultations with different community members (parents, teachers, and children) in order to introduce child protection concepts and principles; promote community participation guided by the humanitarian principles of humanity, neutrality, impartiality, and independence;
  • Create and keep up-to-date, with the staff in charge of child protection, a clear schedule of all activities for children in the target areas, and give it to the supervisor;
  • Supervise content and ongoing awareness-raising campaigns, meetings, and FGDs with children and their parents.
  • Ensure regular communication with the project supervisor for updates on achievements, challenges, and any other relevant reports as requested. Compile monthly, bi-weekly, and weekly submissions of the program’s data and reports and contribute to the development of regular internal and external reports, both qualitative and quantitative, in relation to child protection program activities.
  • Conduct a capacity assessment and implement the required capacity-building support to capacity-build, including ongoing coaching and mentoring.
  • Develop monthly and weekly plans and any other reports according to donors’ requirements;
  • Ensure that the identified safe spaces have all the materials needed for activities with children; monitor all distributions; and provide a list of needs to the CP supervisor/Supply chain.
  • Nurture and strengthen a good working relationship and the environment with the local community;
  • Coordinate services with other key actors and service providers in the service catchment area. actively develop and maintain effective working relationships with protection actors and non-protection in the field, including UN agencies, international
  • Capacity building training and coaching and support provided to the child protection staff, community structures
  • Actively develop and maintain effective working relationships with CFS/child protection actors in the field, including government actors, UN agencies, international and local NGOs, and other relevant actors
  • Regularly attend child protection meetings at field level
  • Work closely with support department on procurement and logistical issues, processing financial and administration issues
  • Ensure that the project M&E plan and work plans are properly coordinated with project M&E Coordinator and implemented accordingly throughout project lifetime.
  • Ensure project documentation is obtained, filed, maintained properly and updated all according to donor requirements
  • Close coordination and working relationship established with the cluster members and education stakeholders
  • Close working relationships established and maintained with internally with support departments
  • Adhere to CICA Child and Adult Safeguarding policy and standards.
  • Adhere to CICA accountability standards.
  • To be aware and prepared to implement CICA Afghanistan Humanitarian and Emergency Affairs plan under the context of fragile interventions.
  • Effective referrals and coordination with partner agencies and service providers at local levels.
  • Established and maintained good working relationships with community-based groups that support child protection activities.

Job Requirements:

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience          

  • Minimum 2 years of professional experience in Protection sector implementing projects related to social welfare and protection preferably with humanitarian and development NGOs in the protection sector,

Required Education, training, license, registration, and certification      

•            University Degree in Child Psychology, Social Work, Child Behavioural Studies, Child Psychiatry or similar field.

Preferred Knowledge and Qualifications

  • Prior experience in working with INGO is preferred
  • Prior experience in fragile contexts and humanitarian response
  • Must have a love for children and demonstrate patience, tolerance, problem solving, open-mindedness and interest in social justice.
  • English writing / speaking skills.
  • Competent computer skills for report writing
  • Strong interpersonal skills, ethical sensitivity and ability to effectively communicate with children and their caregivers
  • Knowledge and awareness of inter-agency Child Protection in Humanitarian Action tools, guidelines and other resources is an asset
  • Strong interpersonal, communication, and negotiation skills – self-motivated individuals, able to take initiative and propose solutions, resilient, positive, and able to work independently
  • Certification or other recognized courses on Protection, Child Protection, Gender-based Violence, International Humanitarian Law or other relevant subject
  • Basic knowledge of child protection principles and programming approaches

Travel and/or Work Environment Requirement:

The position is based in Sar-e-Pul with frequent travel to the project districts and communities.

Language Requirements:

Knowledge of the local language (Dari). English skill is desirable.
