Job Description:

Provide technical support to MoLSA/ DoLSA on strengthening child protection system via supporting case management and social work for children at risk of migration

-Support provision of case management and referral services for children UASC separated due to forced migratory returns and natural disaster

The task to be Performed:

Support implementation and monitoring of all children protection activities in the provinces including those for the children on the move.
Ensure monthly coordination meetings are conducted by DOLSA on child protection activities including actors working on the children on the move programme.
Support the Child protection officers in mapping services for all children at risk in the province, including children on the move, support in the developing and updating of provincial referral pathways for their service delivery for children who are victims of child rights violations.
Ensure assistance is provided to the most vulnerable children based on designed vulnerability assessment criteria and decision of case management committees.
Ensure there is close coordination and follow up with CPANs on children reunified in the community and other children at risk.
Ensure post reunification follow up is conducted for each case for at least for 6 months through CPANs and feedback provided.
Provide monthly reports highlighting the status of children affected by emergencies and those reunified in the province.
Assist UNICEF CPOs in preparing Success Stories of the Unaccompanied Minors assisted through the project
Mobilize community around child protection issues for prevention and response purpose and strengthen coordination among community members and child protection implementing partners.

Participate in monthly CPAN and Social Protection Sector meetings

Specific Tasks/Activities

Under the guidance of UNICEF zonal office and in coordination with line departments, the regional/ provincial Extender will be responsible to:

Ensure that regular CPAN and Birth Registration meetings held in each province and participate on behalf of UNICEF.
Ensure that the standard tools/forms for monitoring and reporting of child protection cases used and all child rights violations reported and responded appropriately.
Ensure that community sensitization activities on prevention of abuse/violence against children and importance of Birth Registration are in annual plan and implemented.
Ensure monitoring reports of child rights violation and Birth Registration are regularly recorded and submitted for trend analysis
Ensure that the children receive proper services and prevented from re-victimization.
Ensure the continuance interactions/coordination between district and provincial CPANs/Vital Statistics and providing required support at district level.
Ensure that CPAN conducts the case management and proper followed up
Monitoring children on the move project activities in the province.
Ensure monthly coordination meetings are conducted by CP actors working for the children on the move in the province.
Support the Child protection officers in identifying children on the move, mapping services for children, support in the developing and updating referral pathways for children in the province.
Ensure assistance is provided to the most vulnerable UASC based on selected criteria and decision of case management committee
Ensure there is close coordination and follow up with CPANs on children reunified in the community.
Ensure post reunification follow up is conducted for each case for at least for 6 months through CPANs and feedbacks are filed in individual case file.
Provide monthly reports highlighting child protection risks, which may affect the wellbeing of children.
Assist UNICEF CPOs in preparing Success Stories of the Unaccompanied Minors assisted through the project
Strengthen coordination among community members and implementing partners focusing on various aspects of the programs at the field level
Assist/coordinate diverse types of community engagement programs at the field level
Carry out any other tasks given by UNICEF Child Protection Officers

Job Requirements:

Qualifications or specialized knowledge/experience required for the assignment:

Commitment to serving children, do no harm and best interests principles;

A strong believer in children being agents of change in their communities;

Comfortable working on the street and at night (on a rotational basis);

Education: At least Bachelor’s Degree in any social science or Technical diploma or degree in psychology, social work, human rights, or related degree preferred

Work Experience: At least one year progressively experience in the child protection field with National or International NGOs or minimum of 2 years experience of implementing child protection programs, preferable social work or case management, in humanitarian or development settings.

Communication Skills: Ability to communicate well in English, Dari, and Pashto or has interpersonal communication skills at the community level.

Computer Skills: Familiarity in Excel and Word Applications are preferred.

Understanding of Children on the Move programming is an added advantage.

Demonstrated understanding of working with children and particularly vulnerable children

Personal qualities: Team player, flexible, network-builder, able to handle pressure well, and work in a cross-cultural setting.

Fluency in written and spoken Arabic, English speaking is a plus

A staunch advocate of child protection and child rights;
