The Camp Management Team Leader will be based in East region Jalalabad Province supporting implementation of NRC’s “Protection Response and Coordination Mechanism for Displacement in Jalalabad-Kunar Provinces” UDOC project, which is based on Camp Management methodologies. The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:
- Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities.
- Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and development response.
- Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).
- Protection: Protection Case Management model, with foundations in community-based.
There are three main mechanisms in the project for enhancing communication, community engagement, coordination, and Protection:
- Community Centers established in areas hosting large numbers of displaced households
- Community Committees working in neighborhoods of high displacement
- Outreach Teams who work in Community Centers and visit affected neighborhoods.
The CM Coordinator is part of and responsible for these three mechanisms. He/she will be responsible for planning and implementing all activities in one or more of NRC’s Community Centres and its surrounding neighbourhoods, which means supervising all mobile outreach work taking place in the area; ensuring the smooth day to day running of the Community Centre and activities therein; supporting the establishment and capacity building of Community Committees; and coordinating with relevant local stakeholders.
- Adhere to NRC policies, tools, handbooks, and guidelines and promotes the IDP rights through advocacy
- Ensure close co-operation with all NRC core competencies including through joint needs assessments and activities, and identifying beneficiaries where appropriate
- Line manager of UDOC project field staff
- Plan and implement the different components of the CM-UDOC project (activities, budget, documentation) as delegated by the APM.
- Support the CC coordinator and CC specialist in contributing to UDOC strategy development, project proposal and provide inputs on needs and gaps
- Use initiative and idea for improvements and necessary changes in the activities.
- Ensure that projects target beneficiaries most in need of protection and/or assistance, while exploring and assessing new and better ways to assist those in need
- Coordinate with community leaders as well as governmental and non-governmental organizations and UN agencies to establish and maintain networks for access, referrals, and problem solving
- Lead Protection Monitoring following the Afghanistan Protection Cluster Monitoring Framework and support Protection-Evidence based advocacy
- Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies.
- Field supervisor of weekly operations of community centers and mobile teams whiten the delegated geographical areas of responsibility and performance management of staff.
- Undertake annual and monthly planning of project activities and spending plans according to donor proposals and budgets.
- Prepare spending plans, procurement plans when required
- Ensure efficient work of project staff by monitoring preparation and implementation of weekly and monthly plans.
- Provide capacity building trainings to CM staff and transfer key skills and knowledge to them.
- Quality management of community engagement and processes of field reporting
- Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and, in collaboration with the Camp Management (CM) Specialist, provide or recommend relevant capacity building of project staff.
- Provide the Field coordinator and CM Specialist with required reports and input for development of CM strategy and project proposals, including feedback on successes and challenges.
- Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist them; promote the rights of IDPs in line with the advocacy strategy.
- Co-operate closely with counterparts from other NRC core competencies (Shelter, WASH, Education, ICLA, Food Security & Livelihoods) to ensure integration of NRC services in targeted areas, and ensure the same of all project staff.
- Support the Targeted Protection Assistance (TPA) for vulnerable families to mitigate against protection concerns and analyse possible solutions for the concerned cases.
- Support Protection-Evidence based advocacy
- Support conduction of Protection Case Management for the most vulnerable camp population
- Lead and support protected and centralized information management system (overviewing and in charge of data protection)
- Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
- Any other responsibilities tasked by supervisor.
Generic Professional Competencies:
- University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.).
- 4-5 years work experience in the field of community outreach and/or protection.
- Experience from working in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Good knowledge of English Language – spoken and written.
- Fluency either in Pashto and Dari, or both written and verbal.
- Political and cultural awareness, as well as good understanding of the displacement context in Afghanistan.
