Job Summary:

Assistant Manager – General Accounting is mainly responsible for the day-to-day operations of the General Accounting department in Finance. He is also responsible to assist senior management in tactical matters.

Duties & Responsibilities:

Regular Responsibilities:

  • Prepare various analytical reports related to finance as and when required by the management.
  • Check all vouchers as per the approved authority matrix of finance.
  • Ensure that all vouchers are timely scanned and stored in the system
  • Ensure that previous years’ vouchers are bind and safely stored in the container after external audit
  • Assist in conducting ISO Audit
  • Review donors’ cash requests to ensure correctness and timeliness
  • Act as the focal point for External Audit
  • Maintain database for various management reports
  • Prepare various monthly management reports by 10th of each subsequent month
  • Prepare the monthly schedule of fixed assets / equipment received / pending from the available budget by 10th of each subsequent month.
  • Maintain the chart of account of the financial system, which includes; defining inactivating the accounts codes and related chart fields.
  • Run the monthly general ledger closing process latest by 1st of each subsequent month and release the financial statement for management review and various reporting.
  • Oversee tax returns (salary, suppliers, rent)
  • File annual tax return
  • Ensure correctness and timeliness of bank reconciliations for all banks of FMIC
  • Ensure compliance with Grant agreement of all donors.
  • Liaison with donors for all grant related queries.
  • Review insurance policies and ensure all the terms and conditions are complied with policies.
  • Review insurance policies and ensure all the terms and conditions are complied with agreements.
  • Understand the complete processes of General Accounting and suggest improvements, if required.
  • Ensure that Fixed Assets are correctly and timely capitalized in the system.

 

Periodic Responsibilities:

  • Submit Salary tax returns to Government institutions on deadline
  • Submit Suppliers tax returns to Government institutions on deadline
  • Submit Rental tax returns to Government institutions on deadline
  • Submit Annual tax returns to Government institutions on deadline
  • Monthly review all debit notes and ensure accuracy and timeliness
  • Review all monthly balance sheet schedules by 10th of next month
  • Review monthly, quarterly and annual grant financial statements prepared by Coordinator Finance along with the transaction listings
  • Monthly review temporary and permanent staff payroll
  • Monthly follow-up with PSCMD on long outstanding advances
  • Review payroll register prepared by Treasury department on monthly basis
  • Review salary advance schedule and propose appropriate actions as per the policy to the management
  • Prepare Ministry of Economy Report
  • Conduct monthly meetings within Finance department
  • Monthly review inventory listing and take appropriate actions on dead stock and near expiry items as per the policy.
  • Conduct annual fixed asset count.
  • Fixed Asset clearing account should be zero on monthly basis
  • Prepare Fixed Asset register on 5th of every month.

Job Requirement:

  • BBA or Bachelors in Finance with four years of experience or ACCA (or other professional qualification) finalist with at least three year of experience.
  • Good communication, interpersonal skills in Dari, English and Pashto language.
  • Ability to work under difficult working conditions.
  • Critical thinking and problem solving skills.
  • Good computer skills, especially MS Office.
  • Good knowledge of Accounting.
