ACTED manages several initiatives, including the REACH Initiative. REACH’s purpose is to provide granular data, timely information, and in-depth analysis to support the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. The work of the REACH Initiative directly feeds into aid response and decision-making by providing accessible and precise information on the humanitarian situation of crisis-affected populations.

REACH Initiative has been present in Afghanistan since 2016, providing a growing evidence base for humanitarian response planning through sectoral, multi-sectoral and area-based assessments as well as information management services. ACTED/REACH Afghanistan is looking for an Assessment Officer to lead its Emergency Shelter and NFI (ES/NFI) research cycle, as of 01 March 2020.

Job Description:

Assignment

ACTED is seeking an experienced candidate, who has previously managed teams and conducted assessments and research in a humanitarian setting. Under the supervision of the Country Coordinator and Research Manager, he/she will be the head of a research cycle. The candidate should be comfortable representing the REACH Initiative with Cluster Leadership and be able to coordinate and liaise with a range of senior external partners.

The Assessment Officer will be responsible for the management of REACH’s ES/NFI research cycle, including research design, training documents, outputs and deliverables, and external engagement with relevant humanitarian cluster leadership, donors, and government officials. The Assessment Officer will also be responsible for related logistics, partner coordination, reporting and finance requirements. He/she will be part of the research Unit Management and play a key role in the development and implementation of the country strategy for their research unit.

The ES/NFI Research cycle focuses on Shelter and NFI – specific programming designed to inform both medium and long-term Cluster Strategy. In the past this has included resilience studies of shelter and winterization needs in provinces of major shelter needs, an Evaluation of the annual winterization response, including beneficiary, partner, and coordination perspectives, and detailed studies of local architecture designs, costs, and building techniques across each of Afghanistan’s regions. ES/NFI studies often take and in-depth, anthropological approach, identifying the origins and drivers of key needs and coping strategies to identify the primary sources of shelter needs. Future assessments are likely to focus on studies of land tenure, market assessments and supply chain analysis of common shelter materials, and in-depth needs and vulnerability studies on shelter and winterization for key populations of concern.

Key responsibilities:                        

Under the line-management of the Country Coordinator and Unit Research Manager, the Assessment Officer will fulfill the role as the technical lead for the ES/NFI project research cycle, providing the tool design, partner coordination, data analysis, and product production for the entire ES/NFI research cycle. It will include the following functions:

  1. Staff management
    • Design the methodology and tools associated with each assigned assessment, including the drafting of Assessment Terms of Reference (ToRs);
    • Plan, implement, and follow-up of all assigned assessment activities conducted in country;
    • Coordinate assigned activities across the Assessment, Data, and Operations department (including field staff in all regions of Afghanistan) and keep the Senior Management Team (SMT) updated about process and delays.
  2. Strategy Development and Implementation
    • In coordination with the data team, design data analysis plans to analyse all data collection and consolidate all analyses and conclusions from assigned assessments into REACH products such as factsheets, English-language reports and briefs using standard formats;
    • Develop accurate assessment outputs using Microsoft and Adobe software, ensuring the quality and accuracy of technical information provided in both technical factsheets and detailed written reports.
    • Develop dissemination strategies to ensure the usefulness and impact of the unit programmes and research;
    • Engagement with International HQ on unit research, tool development, data analysis, product production, and external coordination.
  1. Project/Research Cycle Management
    • Ensure all unit assessments are planned in line with relevant project and program objectives and with global ACTED guidelines;
    • Keep track of all progress and delays throughout unit projects and research cycles;
    • Ensure relevant stakeholders and partners are engaged in assessment design and planning to ensure usefulness of products and maximum project impact;
    • Draft English-language reports for donors and humanitarian focal points as product deliverables, including detailed written reports and technical factsheets using Adobe InDesign.
    • Monitor output achievement, project expenditure and ensure a timely completion of the projects from a programme management perspective.
  1. External Engagement
    • In coordination with the SMT, present outputs and findings at sectoral and inter-sectoral fora, as well as the wider humanitarian aid community in Afghanistan.
    • In coordination with the SMT, represent REACH at sectoral and inter-sectoral fora.

The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to ACTED and its partners, or collected during his/her assignment with ACTED.

Job Requirements:

  • Excellent academic qualifications, including qualifications in social science, humanitarian or shelter related disciplines, including architecture, civil engineering, economics, monitoring and evaluation, development, or another relevant discipline;
  • At least 2 years of relevant working experience in development or transitional settings, through either research, evaluation, assessments, or programmes
  • Past experience in managing field studies or quantitative assessments desirable.
  • Excellent organizational skills
  • Demonstrated capacity in written fluency in English writing detailed narrative reports using qualitative and quantitative data.
  • Excellent communication and drafting skills for effective reporting
  • Previous experience in survey and tool design
  • Ability to operate in a complex and challenging security environment
  • Excellent ability to operate Microsoft Word, Excel, and Adobe InDesign Software
  • Ability to work independently
  • Skills in SPSS, R, or related statistical software are considered and asset

Knowledge and experience with GIS software are considered and asset
