About Première Urgence – Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

PU-AMI (که در سطح جهان به نام PUI پی یو آی شناخته میشود) یک اداره غیردولتی، غیرانتفاعی، غیرسیاسی و غیر مذهبی مدد رسان بین ا لمللی میباشد.

تیم های  PU-AMI متعهد به حمایت  و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد.  هدف عمده PU-AMI کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار  انهاییکه در نیاز فوری قرار دارند  میباشد.

ماموریت افغانستان  قدیمی  ترین مآموریت   (PUI) پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های PU-AMI در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه wash و خدمات  تردیدات یا تروما را ارایه میدارد.

این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  COVID-19 در  2020  تطبیق مینماید .

 

PU-AMI  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و wash در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

در سطح جهان موسسه    PUIدر 23 مملکت  جهان به  6 میلیون نفر  در 5 قاره افریقا- آسیا- شرق میانه- امریکای لاتین و اروپا کمک مینماید.

 

Job Description:

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

 

  • PROJECT HEALTH OFFICER is responsible for overall supervision of FATPs and Trauma care activities in the targeted HFs where PU-AMI establishes under the AHF Project.
  • PROJECT HEALTH OFFICER will ensure quality of the services through regular field visits and giving feedback to field staff and reporting to line manager.
  • Project Health Officer is responsible to supervise the planned activities in the selected HFs, to promote institutional deliveries in the targeted health facilities, and provide on the job training to FATPs and Trauma care nurses to improve the quality of care primary health care and trauma lifesaving services.
  • Project Health Officer will assist in the design of curriculum and implementation of trainings for nursed and other staffs related to their jobs.
  • Project Health Officer is also responsible for crosschecking of relevant HFs data at Health facilities level to ensure consistency and accuracy.
  • He will ensure coordination/communication on the field level among the HFs staff and with other stakeholders involved in the program such as community, CHWs and others.
  • Reporting writing as required by line manager (s).
  • Other duties that may be required.-

 

Objective 1هدف اول :

Project Supervision and Monitoring

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • PROJECT HEALTH OFFICER will do regular field supervision and monitoring visits to ensure quality in all the targeted HFs of Kunar and Nangarhar provinces.
  • Project Health Officer will update his/her line manager with the field visit reports and action plans.
  • S/he will ensure provision of feedback along with action plan to the HF staff following each visit.
  • PROJECT HEALTH OFFICER will identify challenges in the quality of implementation then will do follow up with line manager to find a suitable solution.
  • Project Health Officer will do follow up on the proper implementation of the planned activities as per project’s plan in the targeted HFs.
  • He will do follow up on the referral cases which are not possible to be handle on this HF level and reasons of the referral.
  • Identify any challenge and problem in term of cash provision for referral.
  • Attend local health committee (LHC) meetings to present the project to the respected community and aware the community about the available services provides through AHF supported project.

 

Objective 2هدف دوم:

Data collection and follow up

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Project Health Officer will provide support in the data collection tools designing and the good reporting towards project indicators.
  • In partnership with the MEAL department, Project Health Officer will ensure the accuracy of the data with direct monitoring and supervision.
  • In partnership with the MEAL department, Project Health Officer will do follow up of the data collection and will archive original copies of the reports on both HF and office level.
  • He will make sure daily use of data collection’s tools and their proper filling.
  • He will make sure that the collected data after its analysis, showed on the charts monthly wise and recommendations for improvement are provided.
  • He will make sure that FATPs and trauma care reports are receiving timely to the MEAL team.
  • Provision of quarterly data for health cluster presentation.

 

Objective 3هدف سوم :

to improve quality of primary health care services

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • He will ensure that the medical protocols and MoPH policies are respected by medical staff in their daily practice.
  • During the visit, he will ensure that infection prevention is respected in daily practice.
  • H will make sure that the patients files linked to FATP and trauma care are properly filled such as registers, cards…
  • He is responsible for continue need assessment either for the equipment/tools or for the capacity building of the staff.
  • He will do follow up of the planned trainings for the staff of the targeted 3 HFs.
  • He will support the staff with the provision of on-the-job trainings on their daily procedures.
  • He will make sure that PU-AMI provided kits, drugs and equipment are properly used and maintained.
  • He will provide support to the HF staff to ensure a good coordination among the HF staff to enhance quality of the services.

 

Objective 4هدف چهارم

Coordination on the base and field level.

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Coordinate project progress in each step with line manager and other concerned team members.
  • Providing relevant feedback and recommendations based on direct observations.
  • Keep community involved in the project implementation and about its progress
  • Report any problems or delays to the project manager in a timely manner.
  • Attending required meetings if asked for with the relevant agencies (PHCC, clusters, LHC, BPHS implementer and others)
  • Preparation of action plan for any external visits/feedbacks and their regular follow up through monthly progress report.
  • Keeping close coordination with the BPHS implementer in the province for any decision on the HF level.
  • Planning and organizing regular meetings with the HFs staff for feedback to the staff and their instruction in the required areas.

Objective 5هدف پنجم

Reporting and documentation

Activities/Main dutiesفعالیت ها/ وظایف عمده:

  • Preparation of weekly, monthly or quarterly report as per the project’s scheme.
  • Provision of ad-hoc base reports for some specific issues such as security, challenge against the project progress and so on.
  • Preparation of filling and documentation system for the projects.
  • Ensure record keeping system for the HFs and project.

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

•            University degree (MD) from a recognized government or approved        private university.

•            At least 3 years of experience in Project management particularly in Health section.

•            Strong knowledge/familiarity in the eastern region particularly Kunar province.

•            Experience in the provision of trainings.

•            Good knowledge of FATP standards and trauma care.

•            Strong capacity of supervision, monitoring, communication and reporting.

•            Excellent knowledge of local languages Pashto, Dari

•            Good knowledge of English for the reporting purpose.

•            Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets and budgeting).

•            Rigorous, Autonomous, Adaptable and Polyvalent.
