Watan Development and Initiative Organization is a non-governmental, nonprofit, nonpolitical, and independent organization dedicated to empowering and uplifting communities through sustainable development, social justice, and the enhancement of well-being for individuals and families. Since its establishment in 2014, we have tirelessly worked towards poverty alleviation, economic empowerment, education and skill development, health and well-being, gender equality, women’s empowerment, agriculture and livestock, and environmental sustainability. WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

WDIO is committed to applying a ‘zero tolerance’ policy towards acts of sexual exploitation and abuse by its personnel. In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.

 

Job Summary

The Admin and Finance Officer is reportable to the Project Manager. The following items are the main responsibilities of Admin and Finance Officer:

Duties & Responsibilities

  • Maintain financial files for all accounting records, vouchers, disbursements, payments, and other supporting documents.
  • Calculate and make payments for salaries, allowances, and travel expenses to staff members involved in the project.
  • Keep a regular cash book & bank statement record and be ready to report immediately on budget status.
  • Prepare payments for the procurement of materials, equipment, furniture, and stationery for the project on a timely basis.
  • Be responsive to the orders issued by the supervisor on project-related issues.
  • Prepare financial reports as needed by the contracts.
  • Prepare the budget for the next Program if such a budget is requested.
  • Manage and supervise the supporting staff of the project.
  • Maintain personnel files for all the staff involved in the project.
  • Arrange for the recruitment of the supporting.
  • Plan and organize the transportation system for the project.
  • Plane and organize the maintenance of the project environment considering high standards of sanitation and hygiene.
  • Keep an inventory of all equipment, furniture, property, and goods belonging to the project.
  • Maintain an orderly system of files for correspondence, reports, and contracts-related documents.
  • Provide cell phones and rechargeable cards as needed.
  • Ensure that everything is time-bound and available before it is needed.
  • Supervising support staff (Cleaners, Cooks, Gardeners, drivers, and Guards) for daily activities.
  • Recording of administrative activities of the project;
  • another task by the line manager.

Job Requirements

  • Having at least Bachelor’s degree in accounting /Finance, Economics, BBA, or any other relevant field.
  • Having at least three years’ related experience from an accredited college or university and having a master degree will be preferred.
  • Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.  
  • Understand and have enough information about the financial management, procurement, and Tax Law of the government.
  • Excellent computer skills- Word, EXCEL, PowerPoint; plus, the ability to quickly learn various reporting systems is required.
