Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

Afghan mission is the oldest PUI mission, with the first medical intervention launched in 1979 just after the Soviet Invasion. PU-AMI’s teams currently work mainly on the implementation of health services for the population of Eastern region, complementing its health response across the sectors of nutrition, protection, WaSH with an important focus on displaced population.

ماموریت افغانستان  به حیث ماموریت قدیمی با اولین مداخله در بخش صحی در سال1979  فقط بعد از تجاوز شوروی اغاذ گردیده است. تیم پی پو- ای ام ای فعلآ مصروف عرضه خدمات صحی برای مردم زون شرقی متمم پاسخگویی به صحت با بخش های سوء تغذی حفاظت وواش فعالیت مینماید.

 

Job Description:

General responsibilitiesمسؤلیت های عمومی :

  • Provide technical assistance to ensure that PUI Accountability Framework is integrated throughout the project cycle across all projects.
  • Build capacities of implementing project teams to mainstream and develop accountability practices and mechanisms into programming.
  • Lead the logistics and administrative duties related to managing a complaint and feedback mechanism.

Objective 1هدف اول Mission support of accountability activities

Activities/Main dutiesفعالیت ها/ وظایف عمده:

 

  • Establish quality and context-adapted Complaints and Feedback Mechanism, adapted to the projects implemented by PU-AMI: Mechanisms that beneficiaries will trust, that they will be able to easily access to share feedback or make confidential complaints and that will allow them to get feedback.
  • Monitor complaints and feedback received and response (follow-up) process, through developing and maintaining a dedicated monitoring system (tool and process).
  • Ensure that feedback are routinely recorded, reviewed and responded timely, in line with PU-AMI’s Complaint and Feedback Standard Operating Procedures.
  • Be the first point of contact for beneficiaries, community members and other stakeholder’s complaint.
  • Maintain and update the Complaint and Feedback Database and provide timely update to the MEAL Manager/Programs based on the nature of the feedback.
  • Analyze patterns and trends in feedback and complaints to help PU-AMI improve programming.
  • Generate periodic reports and share them with MEAL Manager and Programs.
  • Conduct periodic field visits to ensure accountability systems are in place and functioning.
  • Review accountability systems periodically and update any changes if deemed necessary, in consultation with the MEAL Manager.

 

Objective 2هدف دوم: Institutional Knowledge Building

Activities/Main dutiesفعالیت ها/ وظایف عمده:

 

  • Lead in developing a responsive, functional and appropriate Complaints and Feedback Mechanism which can improve current project implementation and guide future programming.
  • Provide support to Project Managers in reviewing information across projects, to ensure that complaints and feedback are taken into account in project management decisions.
  • Identify and formulate accountability findings, lessons learned and recommendations to be integrated into planning and reporting efforts of PU-AMI project activities.
  • Actively engage in ongoing trainings and knowledge building activities

Objective 3هدف سوم Communication and follow-up

Activities/Main dutiesفعالیت ها/ وظایف عمده:

 

  • Inform communities regarding their rights to be consulted and make complaints and provide feedback to PU-AMI on its activities and explain them why and how to use PU-AMI Complaints and Feedback Mechanisms.
  • Communicate and disseminate complaints handling procedures, policies and tools to beneficiaries, project Staff and other stakeholders.
  • Participate in Department Coordination Meeting and any other meetings related to humanitarian accountability if needed.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

Job Requirements:

Qualifications/Requirements

  • Education Background: Degree or Diploma in Sociology, Psychology or any other social science discipline
  • Work Experience: At least two years similar experience with NGOs
  • Knowledge and skills:
  1. Interest in working in humanitarian sector and good understanding of humanitarian principles
  2. Strong organization skills and attention to details
  3. Good communication and reporting skills
  4. Very good team spirit! Ability to work within a team.
  5. Willingness to improve own knowledge and skills by actively participating in any training sessions and capacity building activities and willingness to share experience and build capacities of a team.
  6. Willingness to look beyond his/her job description and cooperate with all Departments
  7. Ability to deal well with stress and tight deadlines
  8. Experience/training in protection will be an asset

 

  • Languages: Fluency in written and spoken Pashto, Dari and English

 

  • Computer skills: Strong knowledge of MS office software (including Word, Excel, Power Point and Outlook) and understanding of data analysis software (Kobo Humanitarian Tool box)

Experience from working in complex and volatile contexts (field experience)
