Arzaq directorate in 1316 under the name of general management of grain procurement in the framework of the government at the time was established and developed according to the need at different stages and its agencies were established in the provinces and according to the need of this administration properties such as shops, warehouses, administrative maintenance, repair Residential and agricultural lands were taken over and continued to operate under the same name until 1333. In 1343, it operated under the name of the Administrative Unit of Food and Supply of Public Needs, and in 1346, it continued its activity under the name of Dafghanistan, Foodstuffs, and Public Support, and in 1350, in accordance with the statute, it was named as the General Directorate of Food and Supply of Public Needs with Having depots, warehouses and shops and five silos of the country has been able to supply the food of the armed forces, hospitals and dormitories and distribute coupons and raw materials for about 450,000 government employees. This process formed the basic activity of this department until the beginning of 1371, and with the establishment of the Mojahedin government, due to the civil wars, the stocks, shops and existing property of the warehouses and even transportation vehicles and other facilities were looted due to the lack of capability of the then Afghan government. For the time being, with the enforcement of the State Companies Law, Arzaq’s tenure has been adjusted to a state company and the legal personality has been changed, and according to Decree No. 28 dated 11/15/1398, the Supreme Authority of the Islamic Republic of Afghanistan has established the National Development Company under the government’s framework. Arzaq’s presidency was also merged and transferred to that respectable company and has continued its activities under the umbrella of that company. Later, according to the guidance number 4988 dated 11/18/1399 of the Supreme Authority of the Islamic Republic of Afghanistan, the foundation for the establishment of Arzaq independent company has been prepared and the charter of Arzaq state company has been processed through the honorable Ministry of Finance and Justice.
